Research On The Scope Management Of Big Data And Macroscopic Statistical Monitoring Network Construction Project In Guangxi (BMMNC)

Big data is another major technological change after the cloud computing and Internet of things. It is a new form and achievements in the application of information technology which will bring the brand new entrepreneurial orientation, business model and the investment opportunity and deeply influence the governmental and social management concepts and methods. The development trend in the big data age presents an important opportunity to improve the statistical power. With the rapid development of economic society and continuous deepening of reform and opening up, community has the higher demand of the statistical work to provide statistical information more quickly and efficiently. The implementation of the BMMNC fulfills the need of supporting and expanding based on existing statistical resource. Relying on Guangxi e-government network resources, it connects e-government construction in "12th Five-Year Plan" of the country and the autonomous regions. Because the project is in the initial start-up phase, project scope management is especially important. Research on scope management of BMMNC is of great significance to improve project quality, develop economic benefits of websites and facilitate government scientific decision-making.In this paper, based on the informatization project scope management literature, present scope management situation for BMMNC is analyzed. It is found that demand analysis is insufficient for the preliminary project, there are no scope change control measures, project communication is not smooth, etc. based on the project scope management knowledge, a key of scope management of BMMNC is to define the project scope based on demand, strictly implement the project work breakdown structure (WBS), clearly define project scope change control procedures, and let the communication management penetrate through the whole process of BMMNC scope management. Finally, in this paper, according to the triangle theory of project scope management, it emphasizes the coordinated development of BMMNC scope management, time management and cost management to ensure the effective implementation of the scope management improvement scheme.
