Research On The Influence Of Human Capital Structure On The Transformation And Upgrading Of China's Manufacturing Industry

The 19 th National Congress of the Communist Party of China has pointed out clearly that Chinese economy has transformed from a stage of skyrocket growth to a stage of high-quality development.And this kind of development at the micro level is manifested in the high-quality development in enterprises.As the foundation of a country,manufacturing is a fundamentally decisive factor of a nation's comprehensive strength and international competitiveness.Therefore,promoting the high-quality development of manufacturing is the priority to achieving high-quality development in economy.However,manufacturing in China is confronted with huge challenges.For one thing,the international market for manufacturing is undergoing fierce competition.A new round of scientific and technological revolution and industrial revolution is gathering momentum and many Western developed countries have formulated and introduced a series of policies and human capital accumulation strategies successively to promote technological innovation in manufacturing.These are all aimed to assure more market shares.For another,the shortcomings of Chinese manufacturing are still obvious when compared with those in developed countries.For example,these Chinese enterprises are large but not strong and the industrial structure is at the low end.Besides,there are many other problems such as the relatively low quality of the enterprises' brands,weak core technology innovation ability,low-level profits for enterprises,relatively weak awareness of ecological and environmental protection,decrease of comparative advantages caused by rising labor cost.Human capital is an important resource for the development of an enterprise,and it is the core power for an enterprise to keep innovation and competitive edges.In the context of China's realizing its highquality development in manufacturing,it is rather significant to further study the impact of human capital accumulation on the high-quality development of manufacturing,clarify the mechanism of this sort of accumulation on the high-quality development of enterprises,and what impact it will have on different types of enterprises and different structures of human capital so as to speed up the high-quality development in manufacturing.Based on in-depth review and learning of existing research results,this paper discusses the theoretical basis and mechanism of human capital accumulation and high quality development of manufacturing enterprises and puts forward that human capital accumulation will exert its effect on the high-quality development of manufacturing through many ways like technological progress,resource allocation and institutional innovation.And then it will carry out in-depth interpretation regarding the concept and the core of high quality development of manufacturing enterprises and design a highquality development evaluation index system which is consistent with the five development concepts while considering the principles of scientificity,operability and availability.On top of that,1763 manufacturing enterprises from 2007 to 2017 in the database of listed enterprises are selected as the research samples to test the impact of human capital accumulation on the high-quality development of enterprises.The results show that the accumulation of human capital in both state-owned and non-state-owned enterprises has remarkably promoted the development of manufacturing enterprises towards high quality.From the perspective of regions,the impact of human capital on the high-quality development of enterprises in the eastern region is the most obvious,followed by that in the central region,while the impact in the western region is not significant.As for the academic structure,undergraduate and graduate students have a prominently positive impact on the high-quality development of enterprises,while associate college education has no noteworthy impact.Finally,according to the theoretical analysis and empirical test results,this paper puts forward some suggestions for the government,universities,enterprises and other subjects.
