Innovation is the first driving force to lead development.Basic research as the initial source of innovation,it's playing an increasingly prominent role in promoting the construction of an innovative country.At present,China's input in basic research continues to increase,but there is still no systematic basic research performance evaluation system.The technological powers such as the United States and Japan in order to ensure the healthy development of basic research have established a performance evaluation mechanism as early as the last century.In compared,the performance of basic research in China is not very clear.The Yangtze River Economic Belt as one of the "three major strategies" implemented by China,it's a major strategic area of ??the country.Because of its strong scientific and educational strength and the gathering of large enterprises,it plays a vital division and role in promoting the construction of an innovative country.This paper takes the basic research of the Yangtze River Economic Belt as the research object to study the development status and performance level of basic research from 2009 to 2018.On the one hand,from the theoretical level in-depth and meticulous research on basic research performance evaluation methods and indicators;On the other hand,it aims to provide meaningful reference suggestions for the basic research healthy development of the Yangtze River Economic Belt.First,systematically sort out the existing research results from the three perspectives:basic research performance evaluation methods,basic research performance evaluation indicators and lag analysis.On this basis,research and design the performance evaluation methods and indicators of this paper: use the limited distribution lag model Almon polynomial to judge the lag period of basic research makes the judgment of the lag period more objective;combine use the SBM model and BP neural network to carry out basic research performance evaluation,give full play to their respective advantages and make up for each other's deficiencies,and improve the accuracy of the evaluation results;combine with absolute indicators and relative indicators can select more representative indicators on the basis of expanding the selection range of indicators.Secondly,comparatively analyze the Yangtze River Economic Belt and the national average level and the provinces and cities of the Yangtze River Economic Belt about the basic research input-output level in order to understand the current status of its input and output.Again,the Almon polynomial is used todetermine the basic research lag period is 4 years,use this to select the corresponding input-output data to carry out performance evaluation.Use the SBM model and SBM indicators system(absolute indicators system)at first to evaluate and analyze the basic research performance of the Yangtze River Economic Belt;and then use BP neural network and BP neural network indicators system(relative indicators system)to modify and improve the performance results of the SBM model to make performance results more accurate.The research found that:(1)The total input in basic research in the Yangtze River Economic Belt is relatively high,but compared with the technologically strong countries,the three indicators still need to be improved:basic research funding as a proportion of R&D funding,basic research funding as a proportion of GDP and per capita funding for basic research;(2)Due to the low pure technical efficiency of basic research of the Yangtze River Economic Belt cause the overall performance level is not high;(3)The input redundancy of the provinces and cities of the Yangtze River Economic Belt is relatively serious and the resource utilization is not good;(4)The number of SCI included and graduate students of the Yangtze River Economic Belt is better,and the number of invention patents authorized needs to be improved,national science and technology awards is the key indicator that restrict the basic research performance level.Finally,based on the research results of this paper,from the five aspects provides a useful reference for promoting the basic research development of the Yangtze River Economic Belt: allocation ratio and input intensity,scientific research environment construction,international cooperation,talent team construction and evaluation system guarantee.
