Research On The Efficiency Of Agricultural Enterprises Participating In Industrial Poverty Alleviation

Since the reform and opening up,the central government has always placed agriculture and rural work in a prominent position,and adhered to the strategic principles of "Industry Re-feeding Agriculture and City Supporting Country" and "giving more,taking less and loosening control" to maintain the sustainable,stable and healthy development of agricultural and rural economies.In 2015,General Secretary Xi Jinping put forward "4 practical measures" to increase efforts to promote poverty alleviation and development in Guizhou.The report of the 19 th National Congress of the CPC also clearly set out clear targets for comprehensive poverty alleviation by 2020.As a kind of "blood-typing" policy,industrial poverty alleviation occupies an important position in rural poverty alleviation and issues solving relating to agriculture,rural areas,and rural people.At the same time,industry is the foundation of development and the main support for getting rid of poverty.The progress of poverty alleviation in rural industries is directly related to the goal realization of comprehensive poverty alleviation in 2020 and the process of rural rejuvenation.The first stage of industrial poverty alleviation is relying on leading enterprises,which is also an important step to lay the foundation for future industrial development and plays an important role in rural industrial poverty alleviation.Based on the existing public and abroad,this study summarizes the research content of domestic and foreign experts on poverty alleviation and industrial poverty alleviation,and elaborates on the supporting theories of poverty and poverty alleviation.Based on existing theoretical and practical research,current development status of rural agricultural industry and the income increase of low income family,this study specifically analyzes the current situation of the poverty-stricken population in Xiaodu Town,Taonan District,Chongqing City,and their policies on industrial poverty alleviation.Targeted on 11 local representative agricultural enterprises,use data envelopment analysis(DEA)method is used to analyze and evaluate the industrial poverty alleviation efficiency,and Tobit model is culled to analyze the influencing factors that restrict the poverty alleviation efficiency.Finally,some conclusions and countermeasures are given.The conclusions of this paper are:(1)At present,Xiaodu Town still has 2,305 non-poverty-stricken people and 706 poverty-stricken households as of 2019.The number of poverty-stricken households registered in the system in 2019 is 614.The industry's poverty alleviation still has inadequate policies,industries are affected by the market,and poor households There are some problems in negative psychology and slow implementation of funds.(2)5 of the 11 agricultural enterprises in Xiaodu Town have reached the optimal efficiency,while the other 6 enterprises have not reached the optimal efficiency,with the efficiency values lower than 0.5,which indicates that the polarization of Xiaodu Town 's industrial poverty alleviation development of large agricultural enterprises is serious.(3)After conducting Tobit Regression Analysis on the influencing factors of poverty alleviation efficiency,it was found that the working capital,annual turnover and total investment of enterprises have a significant impact on the industrial poverty alleviation efficiency,among which the impact of total investment is most significant,which shows that the increase of enterprises' investment in working capital and the increase of annual turnover and investment can drive the optimization of industrial poverty alleviation efficiency,while the impact of per capita income and number of employees on its poverty alleviation efficiency is not significant.The above description is indicating that enterprises should increase their investment firstly and then consider internal optimization.(4)The conclusions obtained through Tobit Regression Analysis further illustrate that the enterprises need to increase their investment to enhance their own level of development while the government invests in the development of local agricultural enterprises to drive development,Finally,according to the research conclusions,the following five countermeasures are proposed:(1)Increase the investment in the development of local agricultural enterprises and improve the utilization rate of funds.(2)Strengthen supervision of enterprises,establish interest linkage mechanisms,and strengthen their responsibility for poverty alleviation.(3)Encourage enterprises and farmers to start their own businesses in rural areas.(4)Attach importance to the subjective status of low income family in participating in industrial poverty alleviation policies and mobilize the farmers' initiatives.(5)Strengthen the construction of rural organizations to drive the industrial development and establish sound rural social security policies.
