A Investigation On Rural Subsistence Allowances Object

The subsistence allowances system for rural residents is a great activity to make the rural social assistance better. Zhuang He City has implemented the margin subsistence allowances system from 2007, which make most of the rural residents live normally. Though this activity achieves good results, it still has some problems in the identification of the objects. Some residents appeal to the department of civil affairs, some are unsatisfactory, because there are violations in the identification of the objects. In this article, the writer describes the present situation of the subsistence allowances objects identity problems through the existing policies and regulations and the relevant data. This article analyzes the implementation of the subsistence allowance system through the questionnaire survey. Find the problems in the identification of the rural subsistence allowances objects and the reason based on statistical data and survey data:Checking the economic situation of the residents is not accurate enough; Identification process is unscientific; the number of the stuff is not enough to do so much work; there's no effective surveillance; most of people don't know the details of the subsistence allowance system.The author makes suggestions by taking the advice of the staff who have engaged in civil administration staff many years and combine with the experience of the author herself to improve the identification of the subsistence allowance objects, which draw lessons from the experience at home and abroad. The suggestions are establishing the management center, exploring in third-party assessment, establishing residents economy checking system and opening channels of complaint which start with the management team of the subsistence system, the economic situation of the residents and the establishing accountability mechanisms.
