The rural minimum living security system(hereinafter referred to as the rural minimum guarantee system)is an important part of China’s current social assistance system.It is of great significance to alleviate rural poverty,promote social equity and justice,maintain regional stability,and promote the establishment of a well-off society in an all-round way.2020 is the decisive year for China’s first 100-year plan to "build a well-off society in an all-round way".To achieve comprehensive poverty alleviation,the rural minimum guarantee system is required to play its role of preventing "return to poverty",and a long way to go.At this stage,constantly improving the current rural minimum living security system is an important breakthrough point to do a good job in the current rural work and achieve comprehensive poverty alleviation.How to implement various rural minimum living security policies without any compromise during the implementation is a difficult problem in the current work.Based on the analysis of the theoretical basis for the implementation of the rural minimum living security system in the context of the targeted poverty alleviation policy,the article takes Dong,a county in Hunan Province,as an example.The specific implementation was summarized.In the context of the targeted poverty alleviation policy,the development process of rural subsistence allowance in County A and the connection between rural subsistence allowance and targeted poverty alleviation policies have a greater impact on the rural subsistence allowance process.Various types of data,analysis of practical trends and other practical data,face the various difficulties and specific problems faced by rural subsistence allowances in the context of precision poverty alleviation,and analyze the causes.Combined with field visits,interviews with civil affairs cadres,and data from questionnaire surveys,the corresponding countermeasures and suggestions for improving the rural minimum living security in the region were explored.The article believes that the targeted poverty alleviation policy helps the effective implementation of the rural minimum living security system.In view of some urgent problems that need to be solved in the first-line implementation of the grass-roots level,we should strive to promptly meet the conditions for the rural poor in need.At the same time,it also put an end to violations such as "deceiving insurance" and "personal protection",ensuring that the rural minimum living security policy is put in place,and truly guaranteeing the basic life of every people in need.
