Study On The Problems And Countermeasures Of Rural Minimum Subsistence Security System

With the process of urbanization in our country,the economic structure transformation and the change of the domestic principal contradiction,the external environment of rural minimum subsistence security system is also changing.Some problems appeared in the process of policy implementing,and need innovation of work methods to make the best use of the policy,which involves the most grass-roots poor masses,and make the broad masses of the people to trust the Party.On the basis of literature research,combining with the management theory knowledge,the author took Pengan county as an example,found some problems in the process of rural minimum subsistence security policy,and analyzed the key to achieve “targeted poverty alleviation”,finally put forward the countermeasure of rural minimum subsistence security system,which includes a scientific design department of organization structure,strengthen departments communication and coordination,strengthen staff training,strengthen precise management of rural residents,improve the rural residents of supervision mechanism,strengthen the low policy propaganda,work “targeted poverty alleviation” policy with rural minimum subsistence security policy,and establish a three-dimensional rural social assistance system..The research is mainly divided into six parts: the first part is the introduction,which includes the research background,purpose and significance,the literature review inland and abroad,the objective and method,innovation and deficiency.The second part focuses on the relevant core concepts and theoretical basis.The third part elaborates the status quo of the implementation of rural minimum subsistence security system in Pengan county.The fourth part analyzes the problems and causes of rural minimum subsistence security system in Pengan county.The fifth part analyzes the experience of “targeted poverty alleviation” policy on rural minimum subsistence security policy.In the sixth part,the author puts forward countermeasure of rural minimum subsistence security system in combination with the problems existing and the experience of “targeted poverty alleviation”.
