With the improvement of people’s consumption and the improvement of daily life quality,more and more people are eager for high-quality tourism projects.Tourist towns are important carriers of people’s yearning for a better life.Tourist towns contribute to the overall development of urban and rural areas,the transformation of development mode,the promotion of high-quality development,and the implementation of the five-in-one national layout.Therefore,tourist town projects have become an important part of our economic development,and the operation of tourist towns deserves our attention.Various risks in the operation of tourist towns are both challenges and opportunities.Scientific and systematic response to various risks is conducive to the high-quality development of tourism enterprises.There are many problems in the operation of tourist towns.The identification,classification and control of business risks are directly related to whether tourism enterprises can run for a long time.Therefore,this paper chooses Z enterprise as a sample and studies the risks faced by S tourist town in the operation stage under the guidance of enterprise risk operation management knowledge.First of all,this paper reviews relevant literature at home and abroad with the themes of "tourist town","risk management" and "operational risk management".Then,from the perspective of theory and practice,this paper proposes the significance and innovation points of this research.Then the core concepts of tourism towns and their types,operation risk management theories,operation characteristics of tourism towns and their risk management,risk evaluation methods and other related research are defined,and the theoretical basis of this research is elaborated.Secondly,through field visits,interviews,and reference to relevant materials,this paper summarizes the internal department structure and organizational structure of Z company,makes a comprehensive introduction to the basic operation of S tourist town,sort out the existing problems of risk management in the operation stage of Z company,and further makes risk identification.The first-level risk indicators of S tourism town in the operation stage are identified as five categories,including policy risk,product risk and legal risk,and the second-level risk is identified as 18 categories,including shop leasing risk and shareholder dispute risk,so as to establish the risk indicator system in the operation stage.Thirdly,it evaluates the operation risk of Z enterprise based on the index system: by using the analytic hierarchy process(AHP),it systematically analyzes the operation risk of S tourism town project of Z enterprise,and arranges it according to the weight of first-level risk index and the comprehensive weight of second-level risk index,it is concluded that the weight of management risk is the largest among first-level risk indicators,followed by product risk.According to the comprehensive weight,the second-level risk indicators are sorted and divided into three categories.The major risks are shop leasing risk,shareholder dispute risk,marketing planning risk,and project strategic planning risk;the general risks are service risk,land risk,organization management risk,and tourist safety risk;the other risks have less impact.Then,through the fuzzy comprehensive evaluation method,it is found that the tourism town belongs to the medium-risk scenic spot,which needs the enterprise to pay attention to and manage the risks in the operation stage.Finally,the control suggestions are put forward for the risk factors with large,moderate and small influence.At the same time,in order to improve the enterprise’s ability to control the risks that have not yet occurred but may occur in the future,countermeasures and suggestions are proposed from three aspects: strengthening the management concept,improving the management organization and dynamic monitoring of risks.
