On the work of alleviating and eradicating poverty in a targeted manner for the new era,the author,as the director of the poverty alleviation team,conducted in-depth research on how to transform “blood-transfusion” poverty alleviation to realize the “blood-making” function and formulate a long-term mechanism of poverty alleviation for people living below the poverty line.Introducing the new economic form of the “Internet Plus”into rural areas is found to better stimulate internal driving forces of people living in poverty by combining rural e-commerce construction with rural leading industries.It is mainly reflected in two aspects: one is to boost employment and business star-ups for impoverished people through the rural e-commerce platform;the other is to effectively solve weak links in the sale chain of targeted poverty alleviation projects.However,in practice,it is found that there are a series of risks in the implementation of targeted poverty alleviation through rural e-commerce.For example,the infrastructure and e-commerce training system are unsound in rural areas and it is difficult to carry out policies and attract e-commerce talents.Meanwhile,rural residents lack basic concept about e-commerce and inadequate fund management also exists in the process of targeted poverty alleviation.Relevant theories of poverty alleviation through e-commerce in rural areas show that the risk management of rural poverty alleviation through e-commerce in China started rather late.It mainly relies on subjective judgements from personnel to complete the risk assessment and lacks objective scientific evaluation system.Therefore,to build a set of relatively scientific risk assessment system for rural poverty alleviation through e-commerce is of great significance.This paper takes the targeted poverty alleviation project of rural e-commerce in Huaiji county as the research object,to decompose the specific job duties of this project by using the WBS decomposition method.Effectively analyses and identification are implemented for its risk factors according to key points of the task,the implementers,the risk sources,potential risks and consequences.With the risk matrix method,P×C grading method is adopted to classify the possibility of project risks and the severity of consequences,and the risks are divided into different levels so as to build a risk evaluation model for rural e-commerce poverty alleviation.The relevant risks are quantified by the weighted average method through questionnaires to find out the incidence and severity of the risks in the implementation and operation of the project.Targeted risk prevention and control measures are proposed by analyzing the situation of Huaiji county according to relevant theories of project management.This paper,based on the framework of risk theories,effectively sorts and analyzes the existing risks of e-commerce poverty alleviation in rural areas through the WBS decomposition method and risk matrix method,which are used to set up replicable,quantifiable and operable measures of risk management for rural poverty alleviation through e-commerce.The paper provides a referential theoretical basis of the risk prevention and control for the future study of similar projects,and practical experience for the implementation of targeted poverty alleviation projects by e-commerce in rural areas to prevent potential risks.
