Study On Level,Efficiency And Mechanism Of Synergistic Development In Huaihe River Eco-economic Zone

Since reform and opening-up,great achievements have been made in China's economic construction and development.However,the imbalance of regional development in economic level,social security,infrastructure construction and ecological environment is becoming increasingly prominent.It is an obstacle to the quality of economic stability,regional synergistic development and the implementation of new-type urbanization.On the basis of summarizing domestic and international research progress of regional synergistic development,this paper takes 2003-2015 as the research time sequence,takes the Huaihe River Eco-economic Zone as the research object,comprehensively analyzes the evolution of regional imbalance from four aspects: economic level,industrial structure,public service and development stage;this paper analyzes the evolution process and spatial pattern of its synergistic development level from three aspects of coordination,fairness and sharing by using the cooperative degree model of composite system based on order parameter.The data envelopment analysis method is used to analyze its synergistic development efficiency,and the regional types were divided according to the spatial correlation between synergetic degree and comprehensive efficiency.The influencing factors,driving mechanism and optimization path of its synergistic development are summarized.The main conclusions are as follows:Firstly,in terms of the evolution of regional imbalance,the Huaihe River Eco-economic Zone has showed a development trend of the economic level continuously improves,the industrial structure fluctuation increases and the public service quality fluctuation promotes.It has been at the metaphase of industrialization and investment-driven.It lags behind the national average level,the Beijing-Tianjin-Hebei Urban Agglomeration and the Yangtze River Economic Zone.The prefecture-level cities of Jiangsu are faster than those of Anhui and Henan.Secondly,in terms of the regional synergistic development level,from the view of the process of evolution,the Huaihe Ecological Economic Zone composite system synergistic development level is low,and it evolves from non-synergistic stage to low-level synergistic stage;the composite region of synergetic degree level increased year by year,and it goes through the stage of non-synergetic,low-level synergetic and intermediate synergetic.From the spatial pattern,the three regions show the "Pyramid" spatial pattern,and it has the characteristic of "inverse core-edge" structure;the orderly degree of development subsystem of coordination,fairness and sharing has a "dumbbell" distribution pattern,and it has a significant regional differentiation characteristic of the east region is better than the west region.Thirdly,in terms of the regional synergistic development efficiency,from the regional overall characteristics,the comprehensive efficiency of the Huaihe River Eco-economic Zone is lower,and its main motive force is extensive scale growth,and the main contradiction is unreasonable allocation of resources and inefficient utilization.From the regional differentiation characteristics,the three regions show the spatial pattern of the middle region is better than the west region,which is inconsistent with the spatial layout of economic level;the comprehensive efficiency of prefecture-level cities is relatively low,the high-value areas are mostly located in the center of the economic belt,and the low-value areas are located in the southwest and northeast of the region.In terms of region types,Jiangsu part is a region of high synergy and high efficiency,Anhui part is a region of low synergy and low efficiency,and Henan part is a region of low synergy and high efficiency.Fourthly,in terms of influencing factors,driving mechanisms and optimizing paths,the basic factors affecting regional synergistic development are government policies and overall planning,and the strategic factors are market development and operational mechanisms,and the key factors are the differences of economic level,and the driving factors are the application of scientific and technological innovation,and the characteristic factors are ecological environment protection;the driving mechanisms include government coordination mechanism,factor market coordination mechanism,benefit distribution mechanism and protection mechanism;on this basis,the optimal paths of synergistic development of Huaihe River Eco-economic Zone are put forward.
