China?s goes into a new stage of economic growth momentum conversion.How to tap economic growth potentials becomes a hotspot and also extends the traditional economic growth theoretical framework to including the system theory,that is,the synergy between economic departments defined the whole economic system evolution.This paper discusses around “What is the synergy?”-“How does synergy formed?”-“What is the effect of synergy? ”-“How to realize synergy?” and build a theoretical framework of “the connotation of regional economic synergetic development-the regional economic synergetic driving mechanism-the regional economic synergetic growth mechanism-the implementation path of regional economic synergetic development”.Theoretical analysis and empirical analysis are taken respectively.The aim of this paper is to systematically discuss the potential of regional economic synergetic growth to tap new growth potentials of economic growth in China,and provide practical support.Firstly,analyze the concept and the mechanism of regional economic synergetic development from the synergetic driving mechanism and the synergetic growth mechanism.Regional economic synergetic development refers to the process of the inter-regional synergy affecting the macroeconomic economic system evolution.The synergetic driving mechanism is the forward mechanism of how the synergy forms.The synergetic growth mechanism is the backward mechanism of how the synergy works.The former one refers the synergetic driving effect under the combined effect of the single driving effect and multi driving effects of the regional comparative advantage,regional economic contact and regional industrial division.The later can be classified into internal synergy and external synergy.Internal synergy means the effect of the synergy among sub-regions on the economic growth of the whole region.According to the new classical regional growth model and the structural bonus hypothesis,internal synergy could promote economic growth through spatial resources allocation.External synergy means the effect of the synergy with other regions on the economic growth of this region.According to the agglomeration economics and circular accumulation theory,external synergy tends to promote the economic growth of developed regions and help developed regions keep economic advantage.Secondly,build an efficiency-added model to measure the regional economic synergetic development.The lack of consensual synergy measure model has greatly affected the related research.This paper uses the efficiency added part of the integrated region with synergy and the single regions without synergy according to the synergy connotation of “1+1>2”.Steps: mathematical expression of the efficiency added part-de-mean of the efficiency added part-the conversion of synergy based on efficiency difference equivalence-the measure of system efficiency.The measurement object is 40470 city-city units among the 285 prefecture-level or above cities in China.The study period is 2003-2015 according to data availability and the administrative area consistency.Result shows that,the regional economic synergetic spatial pattern centers on the core cities of the Pearl River Delta,Yangtze River Del ta and Beijing-Tianjin-Hebei urban agglomerations and the spatial density experiences the trend of “strong-weak-strong-weak” under the effects of the subprime crisis and China?s “new normal”.The conversion of city level synergy to provincial synergy indicates the ingredient difference of east-central-western areas and the increase of synergy levels.Thirdly,empirically analyze the internal synergetic growth effect and external synergetic growth effect,and the synergetic driving effect is also discussed t o analyze the form of the synergetic growth effect.Result shows,internal synergetic growth effect is significantly positive.Ordered effect is the main effect.GDP may increase 2.7% by 10% rise in internal synergy.However,there is regional difference in external synergetic growth effect,which only promotes the economic growth of developed regions.Partial effect is the main effect.The mechanism test indicates that external synergy acts on economic growth through resources flow,and promotes the economic growth of resources inflow regions,but hinders that of resources outflow regions.It may reveal that the positive internal synergetic growth effect in eastern regional comes from or leads to the negative external synergetic growth effect in the central and western regions.Further,the synergetic driving effect is tested to explore the reason of the regional difference.Result shows,it is the lack of comparative advantage and the disordered industrial division that leads to the negative external synergetic growth effect in the central and the western regions.Lastly,the implementation paths and suggestions are discussed based on the empirical conclusions.The positive internal synergetic growth effect indicates that,regional economic synergetic development should be encouraged to promote economic growth.Government could develop Beijing-tianjin-hebei as an sample and guide other regions to select different path among the “center-hinterland path”,“enclave path”,“adjacent province path” or “cities within province path” based on the regional conditions.Different external synergetic growth effect indicates that,regurgitation-feeding from eastern region to central and western region should be taken,but without the loss of eastern region at the same time.The results of control variables show that,government intervention and market segmentation both have negative effects.Government should push the commercial system reform and the linkage reform of the land system and the household registration system.
