Studies Of The Problems And Countermeasures In Benxi Foreign Trade Administration

With the acceleration of the economic integration and deepening of international labor division,foreign trade plays more important role in influencing and increasing local economy as an engine of economic growth.However,an effective administration system for foreign trade would have been a key to promoting development of foreign trade.As a traditional industrial city,Benxi seized the country's strategy of revitalization of old industrial base in Northeast,focusing on reforming and innovating of foreign trade administration methods,thus stimulated local economic development.Since reform and opening-up,especially after getting WTO membership,city of Benxi's foreign trade expanded rapidly in scale,optimized continuously in structure as well as highlighted its advantage in local economy.A continuously improving foreign trade administration system made a crucial contribution to it.Over 40 years'reforming and improving,city of Benxi has explored a targeted system that is suitable for Benxi's development.In 2017,the total import-export volume of Benxi was USD 3.89 billions,28 times of that of year 2000,which included export volume USD 2.705 billions and import volume USD 1.185 billions.Meanwhile,we also realized problems that exited in foreign trade administration,including Benxi city government's system and mechanism on foreign trade administration,unbalanced distribution of foreign trade administration policy,shortage of measures on import trade and service trade,financing policy on foreign trade administration,shortage of administrative human resource in government.This paper is written about Benxi's foreign trade administration,which gave us solutions for Benxi's problem in foreign trade administration by analyzing research achievements of domestic and overseas and studying progress of Benxi's foreign trade development and foreign trade administration development.
