The Vietnamese textile industry plays a very important role in the Vietnamese economy.Among the total exports in 2018,the textile industry is second only to the electronics industry,accounting for 15%of Vietnam ’s total exports.Since joining the WTO,opening up the market,and promoting import and export activities,Vietnam’s textile industry has made considerable progress.The annual growth rate has gradually made the textile industry the second-largest source of foreign exchange revenue in Vietnam.The third-largest textile exporter in the world after China,thus consolidating its position in the international market.The rapid development of the textile industry has promoted the employment of Vietnamese workers,and Vietnam ’s abundant labor force has also continuously promoted the development of the textile industry to make it an important industry in Vietnam ’s economic development.From the end of the Vietnam War in 1975 to a series of economic reforms and opening-up policies after 1986,Vietnam has been making continuous progress and its economic performance has become more and more dazzling.Vietnam’s active participation in regional economic integration has also increased the space for economic development,such as joining the Association of Southeast Asian Nations(ASEAN)in 1995 and becoming the seventh member of ASEAN;then joining the Asia Pacific Economic Cooperation(APEC)in 1998;and In 2007,it officially became the 150th member country of the World Trade Organization(WTO).It is worth mentioning that the RCEP that is participating in the negotiations will bring more growth opportunities for Vietnam.According to his successor,RCEP is expected to sign a free trade agreement with 10 ASEAN countries and 6 other partner countries(China,India,Japan,South Korea,Australia,and New Zealand)in 2020.The birth of RCEP will greatly affect the social and economic development of countries including Vietnam.The GDP of RCEP economies accounts for one-third of the global GDP.Most Asian economies have joined RCEP;from the perspective of their population and regional scope,the influence of RCEP in Asia has the future opportunity to expand further.From the perspective of Vietnamese textiles,this paper introduces the historical development of the Vietnamese textile industry,the situation of Vietnamese textiles and the existing problems of textiles,and then explores the background,recent negotiation contents and characteristics of RCEP.At the same time,it uses the smart model to empirically analyze the potential impact of RCEP on the import and export of Vietnamese textiles after the treaty’s entry into force,to assess the positive and negative impact of RCEP on Vietnamese textiles,put forward corresponding countermeasures to promote the development of Vietnamese textile industry.
