At present,resource-based cities are facing both environmental and economic pressures.Insufficient conversion of old and new production capacity has led to problems such as unbalanced economic structure,social instability,and ecological destruction.It has brought unprecedented challenges to urban development.Resource-based city transformation is imminent.At the same time,the country proposes an innovation-driven development strategy,which is intended to change the past development methods driven by factors and capital.In this context,from resource dependence to innovation drive has become an important strategic choice for resource-based cities and regional transformation.Baiyin City,as the central city of the Lanbai Science and Technology Innovation Reform Experimental Zone,its construction aims to provide a broader platform for the innovation-driven transformation of Baiyin City.Studying the effect of the transformation of Baiyin City from an innovation-driven perspective will directly affect the construction of the Lanbai Science and Technology Innovation Reform Pilot Zone and the development of Lanbai integration.This article starts from an innovation-driven perspective and is based on relevant literature and theoretical reviews.First,from the perspective of four subsystems of economic indicators,scientific and technological indicators,social indicators,and environmental indicators,we build an evaluation index for thetransformation of Baiyin City,a resource-depleted city from the perspective of innovation-driven System;furthermore,the entropy-TOPSIS method is used to measure the transformation effect of Baiyin City from 2006 to 2017;finally,the transformation effect is analyzed from different sides.Through the above analysis and research,the following conclusions are obtained:(1)From 2006 to 2017,as a whole,the transformation effect of resource-depleted cities,Baiyin City,has continued to increase.Specifically,from 2006 to 2008,the transformation effect of Baiyin City has declined,and the original problems and contradictions of resource-depleted cities remain Outstanding;from 2009 to 2017,Baiyin City achieved rapid development of urban transformation,the effects of various indicators have been improved to a certain extent,and the transformation effect of Baiyin City has made good progress.However,between 2015 and 2016,the evaluation value of urban transformation effect There was a slight decline.(2)The overall economic subsystem basically shows a "V" curve.From 2006 to 2009,the closeness of the indicator system has declined year after year.After 2009,the city ' s economic development has steadily increased,indicating that the overall economic development of Baiyin City is in good condition,and all indicators have achieved great progress;The score of system evaluation shows a spiral upward trend;thechange of the score of environmental subsystem evaluation can be roughly divided into two stages: the slow-up phase and the accelerated-up phase.From 2006 to 2010,the score of environmental indicators slowly increased,with little change.The effect of environmental transformation in Baiyin City has been significantly improved.(3)The innovation drive and the transformation effect of Baiyin City present a state of coordinated development,and the innovation drive plays a significant role in promoting the transformation and development of Baiyin City.
