At the end of 2016,the State Council formally approved the "Central Plains City Cluster Development Plan" to upgrade the Central Plains city cluster to a national-level city cluster.The region includes 30 prefecture-level cities in Henan,Shanxi,Hebei,Shandong,and Anhui.It ranks fifth in the country,with strong economic complementarity and cooperation between cities,a large population base,outstanding location and transportation advantages,and a wide range of agglomeration and radiation.The Central Plains urban agglomeration is an important strategic plan of the country.According to the spatial development model of “one core,four axes and four zones”,it will become a new and important growth pole for the rise of central China and even China.With the development of cities,population factors and economic factors have formed a spatial aggregation.This aggregation not only enhances the overall agglomeration radiation effect of urban agglomerations,but also continuously improves the development efficiency of cities.High-efficiency cities are the goals of urban development.High-efficiency cities produce high-efficiency,accelerate the accumulation of capital within the city,expand the urban built-up area and industrial scale,and further enhance the city's agglomeration radiation effect capacity through the agglomeration of production factors,and Industrial agglomeration provides high-quality urban construction facilities,production factors,and innovations in various technologies and systems,thereby driving the development of the regional economy.However,while factor resources continue to gather into cities,does the agglomeration effect of them affect regional economic growth by affecting the efficiency of urban development? Is there an interactive relationship between agglomeration effect and urban development efficiency? And is this interactive relationship significant in promoting regional economic growth? Therefore,studying the relationship between agglomeration effect,urban efficiency and economic growth has important significance for the city's economic development and policy planning,and provides a new perspective for the related research of other urban agglomerations.In terms of data measurement.For the measurement of agglomeration effect,this paper defines the agglomeration effect in three indicators: urban flow intensity,population agglomeration degree and urban built-up area agglomeration degree.Therefore,the location entropy index formula and urban flow intensity formula are constructed.—Measured the volume of external functional services and the intensity of urban flows in 2018,and analyzed the dynamic evolution characteristics of urban flow intensity.For urban efficiency,this article is divided into two cases: not considering undesired output and considering undesired output.The SBM-DEA model proposed by Tone(2004)is used to measure urban efficiency,and the overall,sub-regional,and urban scale Evaluation from three classification angles.In the research of influence mechanism.First,the mechanism of agglomeration effect and urban efficiency is studied.This paper constructs a Tobit model that considers the urban efficiency of two scenarios,and returns from the overall,core urban area,large cities(including extra large)and medium cities.Secondly,by constructing a dynamic panel model and through a two-step system GMM method,the relationship between agglomeration effect,urban efficiency and economic growth is further studied.The empirical results indicate that the agglomeration effect has significantly promoted urban development efficiency in terms of urban flow intensity and agglomeration of urban built-up areas,and this mechanism has further improved the level of regional economic development.The main conclusions of this paper are as follows:(1)There are significant differences in the amount of external functional services and the intensity of urban flows among the cities in the Central Plains urban agglomeration.Although Zhengzhou has a strong factor agglomeration capacity and external service capacity,it promotes the development capacity of surrounding cities It has not been fully utilized.(2)The efficiency of each city in the Central Plains urban agglomeration is characterized by high in the north and low in the south,low in the west and high in the east,and the efficiency of medium-sized cities is higher than that of large cities.(3)City efficiency plays a significant role in promoting economic growth,and the higher the efficiency,the more obvious the role of cities in improving economic development.(4)The agglomeration effect has a significant positive effect on urban efficiency in terms of both the intensity of urban flows and the agglomeration degree of urban built-up areas,and this mechanism further promotes urban economic growth.However,population agglomeration has no significant effect on urban efficiency.(5)The level of investment in fixed assets and the level of infrastructure have significantly promoted economic growth,and the degree of opening to the outside world has not had a significant impact on city efficiency and economic growth.Finally,some policy suggestions are provided based on the actual development of the Central Plains urban agglomeration.The policy suggestions put forward in this article are as follows:(1)Strengthen infrastructure construction and enhance the effect of urban agglomeration.(2)Restrict direct government intervention in the market and relax market access.(3)Expand the opening degree of the Central Plains urban agglomeration to the outside world and increase the export contribution rate.(4)Pay more attention to the introduction and training of professional talents to increase per capita output.(5)Improve the urban management system and improve the efficiency of urban development.
