| New urbanization is the only way to realize the modernization.Since the reform and opening up,China's urbanization construction has made remarkable achievements,the level and speed of population urbanization has been significantly improved,and China has entered the stage of rapid development of urbanization.However,while advancing the development process of urbanization rapidly,it also causes a series of problems,such as "aggressive" urbanization,negative effect of "low efficiency" and unbalanced development between urban and rural areas.The fundamental reason lies in the one-sided pursuit of the speed of urbanization development,while ignoring the quality of urbanization development.On the basis of deeply analyzing and grasping the connotation of high quality development of new urbanization,this paper divides the internal logic of the historical development of urbanization in stages,taking "people-oriented" as the core of high-quality development,focusing on the changes of the major social contradictions,leading by the five development concepts and constructing an evaluation index system including 6 first-level indicators,21 second-level indicators and 42 specific indicators covering good life,technological innovation,coordinated development,green ecology,opening to the outside world and social sharing finally.Firstly,the "entropy value method" is used to comprehensively measure the high-quality development level of new urbanization in 17 cities in Shandong Province from 2006 to 2018.Secondly,methods such as visual analysis,global autocorrelation and local autocorrelation are used to comprehensive evaluate and analyze the high-quality development level of new urbanization from three aspects including changes from the time dimension,spatial characteristics and evolution of space-time pattern.Finally,this paper summarizes the dynamic mechanism of high-quality development of new urbanization into market development motivation,endogenous environmental motivation,outgoing degree motivation and government behavior motivation.Through the establishment of a spatial econometric model for empirical testing,we explore the action mechanism of four mechanisms on the high-quality development of new urbanization.This paper combs and verifies the following development trends and quantitative relationships:(1)From the perspective of development stage,the urbanization development stage can be roughly divided into four stages: structural urbanization stage,compound urbanization stage,early new urbanization stage and high-quality new urbanization stage.(2)From the perspective of the time change dimension,it is found that both the six sub-dimensions and the composite index show an upward trend with time based on the two scales of provincial and municipal areas.(3)From the perspective of spatial characteristics changes,the high-quality development level of new-type urbanization in 17 cities in Shandong Province has a significant trend of increasing step by step during the period of study at the macro level.On the middle level,the spatial distribution presents the distribution pattern of "east is higher than west is lower".In addition,there exists a certain regional imbalance and a large difference in spatial distribution,which is specifically manifested in the transformation from two "cohesive" development groups to the "golden belt" type of spatial distribution pattern.(4)From the perspective of the evolution of the spatial and temporal pattern,firstly,it is found that the global Moran's I index shows a "first decline-then rise-then decline" trend similar to the shape of "inverted V" through global autocorrelation analysis.And then,The analysis found that the "high-high(H-H)" clusters are concentrated in the eastern coastal areas and the "low-low(L-L)" clusters in 7 cities(Liaocheng,Dezhou,Tai'an,Jining,Zaozhuang,Linyi,Heze)presents the spatial distribution pattern connected by "C" in space through the local autocorrelation.(5)From the perspective of the four dynamic mechanisms,on the one hand,according to the degree of support for the high-quality development of new-type urbanization,the endogenous environmental motivation and government behavior motivation are the main ones,while the market development motivation and outgoing degree motivation are supplemented.The specific performance is as follows: endogenous environmental motivation>government behavior motivation>market development motivation>outgoing degree motivation;on the other hand,the improvement of the new urbanization high-quality development level in the region will have a positive spatial spillover effect on the surrounding areas.Finally,the policy recommendations of “new demand,new industry,new opening,new infrastructure,new innovation,new configuration” are proposed to improve the high-quality development of new urbanization in Shandong Province:(1)Release new demands and break the shackles of the dual urban-rural structure.(2)Develop new industries and realize the transformation and upgrading of industrial structure.(3)Towards a new opening and build a community of mutual benefit and win-win fate.(4)Focus on new infrastructure and ignite a new engine of high-quality development.(5)Drive new innovations and help the city develop its core competitiveness.(6)Embed new configuration to improve the efficiency of public resource allocation. |
