Research On The Performance Evaluation Of D County’s Financial Special Poverty Alleviation Funds

The 19 th National Congress of the Communist Party of China has put forward clear requirements for winning the battle of Poverty Alleviation: emphasizing poverty alleviation as the task of building a moderately prosperous society in an all-round way.After clear requirements,the way of poverty alleviation has changed.The way of poverty alleviation is no longer extensive,but uses scientific means to identify,help and manage the objects of poverty alleviation,so as to implement the work of poverty alleviation more accurately and achieve more obvious results.Therefore,the article selects D County as the research object,and studies the performance evaluation of its financial special poverty alleviation funds,which is helpful to improve the performance evaluation system of financial special poverty alleviation funds.This paper reviews the relevant theories and introduces cases.First,it introduces the current situation of D County,analyzes the current performance evaluation methods,and then combines the Balanced Scorecard to build a performance evaluation system,and then analyzes the evaluation system to get the evaluation results.Then,it analyzes the evaluation results,finds out the problems existing in the use of D county’sfinancial special poverty alleviation funds,and puts forward suggestions,Finally,the paper concludes that the performance evaluation system of the financial special poverty alleviation fund constructed by the balanced scorecard is more in line with the policy and social characteristics of the financial special poverty alleviation fund,which is helpful to strengthen the working mechanism,and proves the practical value of the new system and the necessity of improving the original methods.Through this system,we can further consolidate the implementation,do a good job in tracking the implementation,and put an end to the phenomenon of getting out of poverty and returning to poverty.At the same time,we can apply the Balanced Scorecard to the specific cases of D County,hoping to provide necessary reference for the further improvement of the performance evaluation system of financial poverty alleviation funds.
