Study On The Effect Evolution Of Supporting Policies For Small And Medium-sized Enterprises In Henan Province

Small and medium-sized enterprises(SMEs)are the important pillars for absorbing employment,improving people's livelihood and increasing fiscal revenue,the main impetus to promote sustained economic growth and realize the transition to an innovative country,thus play an increasingly pivotal role in the operation of the national economy.Compared with large enterprises,SMEs are small in scale,less talented,backward in technology and management,low in market share.Coupled with the continuous deepening of the marketization process and the impact of trade conflicts,the development of SMEs has encountered great resistance,not only including increased financial cost,declined innovative investment,harmed profitability,but also further exacerbates the weak position in market competition.Nowadays,supporting SMEs has become an international practice,China has also issued a series of supporting policies and measures aimed at promoting the development of SMEs which directly affect the various stages of the development cycle and the ability to expand production that have been proved to be efficacious in practice.In the end of 2019,with the context of the continuous support for SMEs in China,Henan Province,as a province of Central Plains with a large population,has fully recognized the importance of supporting the SMEs to transform economic development methods and optimize the economic structure.As a result,local governments in Henan Province issued a series of targeted and innovative fiscal,tax and public services policies,not only in formulation and implementation,but also in the content and means,to promote the innovation and development of SMEs.However,it is crucial to carefully measure how is the specific effect,whether these policies have truly met the target requirements,and whether they can meet the development needs.Under this background,using scientific methods to allow SMEs to evaluate the effects of various types of support policies,further summarize the experience and lessons therein,therefore put forward specific suggestions to improve the support policies for SMEs has undoubtedly very significant in both theoretical and practical ways.In order to study the effect of SME support policy in Henan province and find the actual needs of the enterprises,this article firstly collected the relevant scholars' literatures,along with the specific content and statistical data of the current policies,then carried out detailed analysis and elaboration.Additionally,itsummarized a set of evaluation index system with theoretical and practical foundations;Secondly,in order to collect actual data,it formulated and issued a questionnaire based on the evaluation index system to SMEs in Henan Province.Finally,based on the questionnaire feedbacks,the main component analysis method was used to extract information from each local index to calculate the evaluation function of the first-level and second-level indicators,eventually the evaluation scores and rankings of six categories of policy effects were obtained,and the evaluation results and the reasons for the results were introduced.Furthermore,based on the characteristics and experience of the SME support policies in the United States,Japan,and the United Kingdom,a series of policy revelations were drawn,and suggestions for improving SME support policies were proposed,with a view to achieving the ultimate goal of enhancing the effect of support policies for SMEs.
