In the era of popular entrepreneurship and innovation,the high-tech SMEs make important contributions to promote the development of the economy,accelerating the modulation of the industrial structure,helping employment promotion and benefiting the economy.They become the most active innovators.In the contemporary era,however,high-tech SMEs often face collapse under the fierce market competition,because their small size,little money and so on,it's hard for them to survive.Therefore,the government began to increase policy support for the high-tech SMEs,so as to help them develop.At present,the government mainly provides fiscal support,taxation support,financial support,public service support to support the development of High-tech SMEs.In aware of the importance of policies,at the same time,we should also be aware of the problems existing in the supporting policies.For example,did not include the life cycle theory,did not consider the actual development demand of the enterprises,there is no distinction between companies located in different life cycle policy requirements,etc.So the government must carry on the improvement of the supporting policies,so that to accelerate the development of High-tech SMEs.Based on the life cycle theory,high-tech SMEs as the research object,this paper selects Nanjing as an example for analysis,to explore the policy support of the government.Through the analyze of high-tech SMEs' present situation in Nanjing such as the size of enterprises,the output value of high-tech industry,the number of private scientific and technological enterprises,R&D spending and so on.Based on the government's policy support,the life cycle theory is taken into consideration.This paper selects initial period,growth period and mature period as three different periods from the life cycle theory,because the three periods can highlight the characteristics of High-tech SMEs.Through the analysis of the characteristics of different periods,located in nanjing high-tech park,according to the relevant information from the park about the High-tech SMEs,such as the information of the person in charge in the company,the period enterprise setting up,the present support of the government and so on to choose the target enterprise.Three enterprises which are respectively located in initial period,growth period and mature period are choosed.Finally studying on the policy demand.For the High-tech SMEs in the initial period,capital and technology development support is a more important limiting factor.Therefore,the government should focus on the financial support.For the High-tech SMEs in the growth period,capital demand is still the focus,enterprises should actively guide social capital into all kinds of venture capital institutions,in this way to solve some of the financing needs of SMEs.At the same time,the government should use the tax policy to support and reduce the operational risk.For the High-tech SMEs in the maturity period,product and technological innovation,management,and talent are its main needs.The government should provide a better public service platform and carry out public services related to technical consultation and training on the basis of financial support.Based on the study above,we put forward some suggestions based on the life cycle theory for the government to support the High-tech SMEs.Nanjing government needs to establish government policy which is specific according to the life cycle theory.What's more,the government needs to build the system of science and technology,and the financial service,still the tax policy,improving the public service support system at the same time.Through the improvement of all the policies,perfect the policy support of the government,accelerating the development of the high-tech SMEs.
