In 2015, the outputs of coffees, sugar,as well as citrus in Brazil occupied the first place in the world. The outputs of cocoa, soybeans, together with beef in Brazil won the world’s second place. The outputs of corns and poultry in Brazil enjoyed the third place in the world. Brazil is one of few agricultural countries whose industries such as agriculture, forestry, fishing and animal husbandry are all developing in a comprehensive way. The agricultural products in Brazil had an annual exports of 100 billion USD, more than 40 percent of annual export value. The rapid development of agriculture in Brazil should not only rely on their favorable climate conditions and rich land resources, but also benefit from some agricultural support policies which are adjusted in due time by Brazil government. To begin with, some evolution processes of such agricultural support policies made by Brazil government as fiscal policy, foreign trade policy, land policy together with financial policy will be mentioned in this dissertation. What’s more, the system of agricultural support policies implemented in Brazil which will embrace such support policies as fiscal policy, financial policy, land policy, service policy, trade policy will be expounded in chapter three. Chapter five is the main part of this dissertation. In this chapter, the level of agricultural support from Brazil government will be analyzed by the use of OECD evaluation system of agricultural support level in a systematic way from such four aspects as level of producers’ support, level of consumers’ support, level of general service’ support, and level of overall support. The general level of agricultural support from Brazil is increasing year by year, but the overall estimated value of agriculture support as a proportion of GDP is presenting a diminishing trend year by year and there are still some gaps compared with such developed countries as Japan,USA, and EU. The effect, function of agricultural support policy made by Brazil. In Chapter six, the effects of agricultural support policies implemented by Brazil are analyzed on the basis of the edge and weakness mentioned in the policies. In theprocess of implementation of agricultural support policies, agricultural acreage has been expanded and the modernization of agriculture has been pushed forward in Brazil. However, there are still such problems not to be solved such as not to reform the single structure of agriculture production, not to allocate and employ subsidized loans for agriculture industry in a reasonable and proper way as well as not to modify agricultural infrastructure in an efficient way. Some enlightenment for China and suggestions beneficial for the development between Brazil and China will be indicated in the last but not least part.First, the enlightenment for China are that more efforts and energies should be paid to reform inattentive operation models, implement scale economy of agriculture industry, add more investment to agriculture in a further way, advance the development of credit and loan of agriculture, enrich the resources of agricultural finance, enhance the level of agriculture and technology, and implement agricultural industrialization. What’s more, in the aspect of suggestions of cooperation between Brazil and China, efforts should continue to be made to expand the cooperation of agricultural infrastructure between Brazil and China,to promote the diversification of trade in agricultural products in a positive way, to strengthen the communication and cooperation between Brazil and China in agriculture and technology industry, to advance humanistic communication between Brazil and China, and to enhance the capacity of global resources allocation for Brazil and China.
