In recent years,China's insurance market is gradually opening up,more and more enterprises enter the insurance industry,resulting in more and more fierce competition.For insurance enterprises,the establishment and improvement of modern enterprise system is particularly important.As an enterprise management means,the budget management system plays a very important role in improving the internal management level of the company and enhancing the competitiveness of the company.However,as a means for insurance enterprises to promote modern enterprise system and improve internal control,whether budget management can play a role,how much role to play,and how to play its role,it is worth our discussion and research.Based on HX insurance company's budget management as the research object,using questionnaire and interview,in-depth investigation and analysis the HX budget management,the content of the insurance company found that HX insurance company under budget management is in need of improvement: budgeting buck-passing situation,exist in the indirect cost allocation is not rationality and personnel participation is not high;The budget adjustment cannot be adjusted in time according to the operating conditions,and the budget limit cannot be adjusted across departments;The analysis of various indicators in the budget analysis and control is not accurate,there is no actual analysis of the real cause of the problem,the implementation of budget management can not be implemented at the grass-roots level,there are also loopholes in the management of the four-level institutions;The incentive mechanism of budget assessment is not in place,the assessment index is unreasonable,and the assessment is too dependent on the premium income,which leads to the unfair assessment base.According to the existing problems of HX insurance company,it is suggested that the company should start from four aspects: optimizing the compilation of budget management,changing the methods and ideas of budget adjustment,strengthening the execution of budget management supervision,and optimizing the assessment and incentive system of budget management,so as to get corresponding countermeasures.This has certain significance to strengthen the budget management of the enterprise and improve the enterprise benefit.This paper takes HX insurance company as the research object,and through the analysis of budget management problems,proposes targeted solutions to the practical problems ofbudget management,so as to achieve the purpose of optimizing the company's budget management,and at the same time provides reference and reference value for other enterprises with similar problems.
