Study On Safe Production Behavior Of Characteristic Forest And Fruit Growers In South Xinjiang

The National Strategic Plan for promoting Agriculture by quality(2018Mutual 2022)points out that speeding up the construction of modern agricultural industrial system,production system and management system will help to improve the development level of high quality,green and brand agriculture.We will speed up the green development of agriculture,promote the standardization of the whole process of agriculture,and greatly improve the quality,efficiency and competitiveness of agriculture.As the main producing area of forest and fruit industry in China,Xinjiang has unique light and heat resources and location advantages,which has created significant scale and yield advantages of forest and fruit industry.However,in the process of production,improper production management,factor input,management technology,resulting in a series of fruit quality decline,agricultural non-point source pollution,environmental pollution,resulting in fruit production without efficiency,quality decline and other problems,seriously restrict the healthy and sustainable development of forest and fruit industry.Under the background of constructing the modern safety production system,how to standardize and guide the standardization of production behavior,and find out the influencing factors and bottlenecks restricting the development of Xinjiang forest and fruit industry,so as to further increase the share of Xinjiang fruit in the international market? it is of great significance to achieve "improving quality and efficiency" and "saving cost and efficiency" in the forest and fruit industry,and to further improve the core competitiveness of the forest and fruit industry in Xinjiang.From the perspective of fruit farmers' production behavior,this paper deeply analyzes the characteristics of fruit farmers' production behavior and the influence factors of external environmental factors on fruit farmers' safety production behavior from the perspective of agricultural product quality and safety.The main content of this paper is described systematically from the following parts.The first part summarizes the production and marketing situation of the main producing areas of characteristic forest and fruit in Xinjiang and southern Xinjiang,and understands the current situation and problems of production,planting and sales in the sample area.In the second part,with the help of survey data,the second part dynamically analyzes whether the material input structure and output composition of forest and fruit in different planting areas and different tree ages are reasonable,to understand its technical management level,whether the input is reasonable,to compare and analyze its behavior differences,to find out the advantages and disadvantages of the development of characteristic forest and fruit industry and the rationality of resource allocation.The third part analyzes the production behavior of growers,from a multi-micro perspective to understand the cognitive level of fruit farmers,market conditions,government regulation and so on.The fourth part uses the logistic model to conduct empirical analysis to explore the factors that affect the standardized planting of growers in the sample area,in order to provide a basis for standardizing the behavior of growers.The main conclusions of the study are as follows:(1)The yield of characteristic forest fruit in typical planting areas in southern Xinjiang increases with the increase of planting area.The planting area and yield of characteristic forest and fruit in the sample area increased from 10.7403 million mu and 4.5087 million tons in 2007 to 14.3152 million mu and 1040.2 tons in 2017 respectively,and the average yield per mu increased gradually,with high input and high output,so that the comparative advantage of characteristic forest and fruit in Xinjiang became less and less obvious.(2)The material input of forest fruit is different in different planting areas,different planting scale and different tree age.the input of chemical fertilizer and labor force increased significantly from 2014 to 2019,and the input of apple production in Xinjiang production and construction corps was higher than that in the local area.Excessive pesticide application leads to the decline of pesticide residue and fruit quality,which goes against the protection of the environment and the development of green ecological agriculture.(3)Due to the differences in different levels of education,regional distribution and technical level of fruit farmers,different types of farmers show diversity in the behavior of applying pesticides and chemical fertilizers.There are differences in behavior between Xinjiang production and construction corps and local farmers.Among them,the staff and workers of the regiment field in Production and construction corps area,because they have a certain level of production management,lack of awareness of scientific production management in production,resulting in the use of standardized planting in the sample accounted for only 25.31%.Local ethnic minorities are affected by long-term planting habits and economic base.Although there is no safety problem of agricultural and sideline products caused by the application of chemical fertilizers and pesticides,the output efficiency is very low,which seriously restricts the increase of farmers' income.(4)The standardized planting of growers is affected by many factors,and high quality and high price is the core issue to protect the interests of fruit farmers.With the improvement of the production system and marketing system,the more perfect the way of connecting interests among various types of economic entities,the more it can promote the enthusiasm of growers to standardize their production behavior.The individual characteristics,cognitive level and government regulation of growers show significant differences in their safe production behavior.Therefore,in order to alleviate the structural contradiction between fruit supply and consumer demand,as well as fruit quality and safety,we should consider the following aspects:(1)Establish a fruit quality traceability platform to achieve scientific and standardized production management;(2)To improve the socialized service system of agriculture and give full play to the normative role of institutional arrangements within the organization;(3)We should strengthen the cultivation of new types of agricultural operators,further improve the interest connection mechanism,and achieve the unity of quality and efficiency.
