Although the PPP mode of indemnificatory housing project solves the problems of large investment scale,insufficient land supply,long construction period,low return on investment and imperfect supporting facilities in indemnificatory housing project,there are many political,legal,economic,environmental and other aspects due to the project participants,different interests pursuit,high financing cost and complex project implementation Risk,the existence of these problems makes such projects difficult to adapt to the needs of the government as the main fact of basic security,market-riented security housing supply system construction.Therefore,how to implement the PPP mode of indemnificatory housing project risk management,the first task is to evaluating the risk.This paper starts with the risk factors of the PPP project of the indemnificatory housing project,constructs the risk evaluation model of the indemnificatory housing project based on the analytic hierarchy process,and obtains the evaluation results of the risk factors of the PPP project of the indemnificatory housing project.First of all,through consulting literature and engineering materials,interviewing experts,screening and identifying the risks of Ganzhou Economic Development Zone’s affordable housing project PPP model project,which is divided into eight categories:political.financial.legal,financing,construction,operation,market and management risks,and establishing the political credit,policy adjustment and legal change in the PPP model project of Ganzhou Economic Development Zone’s affordable housing project List of 29 risk factors including financing cost and completion risk.Secondly,invite experts to grade and grade the risk factors of the project,analyze the mutual influence degree of various risk factors,use the analytic hierarchy process to evaluate the risk of Ganzhou Economic Development Zone indemnificatory housing project PPP project,give weight to the probability of occurrence of all risk factors,and get the comprehensive risk level of the project.Finally,through the way of risk response,from the perspective of risk sharing,transfer,prevention and so on,this paper puts forward reasonable and effective preventive measures and evasive means for the affordable housing project PPP project in Ganzhou economic development zone. |
