Research On The Problems And Countermeasures Of Attracting Investment In Bincheng District Of Binzhou City

In recent years,Bincheng District,based on its location characteristics and centering on the overall development strategy of "One Belt and Four Areas and Multiple Zones",has formed an industrial structure focusing on the secondary and tertiary industries.Since 2012,Bincheng District has attracted nearly 5 billion yuan of foreign funds annually.Although some achievements have been made,it should be seen that the negative impacts such as environmental pollution,waste of land resources,and duplication of production capacity brought by the investment attraction activities in Bincheng District,and the positive guiding effect of investment attraction on industrial optimization and adjustment is not fully stimulated,and compared with other similar regions inside and outside the province,the newly introduced projects have a relatively small scale and volume,and they are mostly traditional industries of lacking high-quality projects with a driving role,and the pattern of industrial cluster development has not yet been formed,therefore,there is no small gap between the old and new kinetic energy conversion goals.In order to solve the current bottlenecks problems encountered in the investment attraction of Bincheng District,this paper adopts a forum for communication to visit and research the representative enterprises of the leading industries and representatives of project investors,and various units engaged in investment attraction,analyze in depth the factors affecting the investment attraction of Bincheng District.After combing,this paper collected a total of four issues and corresponding suggestions,which include investment attraction environment,government mechanism construction,urban planning and layout,and investment attraction personnel quality.In response to the collected feedback information,this paper consults the literature about investment attraction in recent years,refers to the latest achievements of domestic and foreign scholars in the case study of investment attraction,and screens and summarizes the factors affecting foreign direct investment at the macro level,government control and market control measures,as well as incentive policies issued by local governments at the micro level for investment attraction,specific measures taken and bottlenecks encountered.On this basis,this paper adopts the method of comparative analysis to contrast the current situation of investment attraction in Bincheng District,and selects public choice theory,urban marketing theory,and industrial chain theory as the theoretical support,to form the way of thinking to break the current bottleneck of investment in Bincheng District that transforms the traditional model that used the Bincheng District Government as the main body for investment attraction,starts with government mechanism reform,focuses government function and energy on grasping the macro-economic development direction,providing public services,maintaining market stability,building a city brand and landmark industry with a marketing approach.On the one hand,Bincheng District should focus on the weak links of the existing dominant industrial chain and attract high-quality enterprises to settle in.By supplementing,extending and strengthening the industrial chain and supply chain,Bincheng District should promote the transformation and upgrading of existing traditional industries.On the other hand,relying on the model of "urban marketing" plus "building nests to attract phoenixes",Bincheng District attract key enterprises and even leading enterprises in the new industrial chain,and use this as a starting point to gradually develop and expand the new industrial chain and cultivate new industrial landmarks.According to this idea,this paper combines the survey results and theoretical analysis,to propose investment attraction strategies in line with the development of Bincheng District which include five aspects of improving investment attraction environment,improving government investment attraction mechanism,innovating investment attraction model,planning industrial layout scientifically,and setting up professional investment attraction team.
