Research On Financial Management Of S Scientific Research Project In C Institute Based On PDCA Cycle

In research institutes centered on scientific and technological research,the PDCA cycle theory is used to implement systematic and comprehensive control and application research on financial management of scientific research projects,to allocate scientific and technological resources scientifically,improve the use of funds,reduce the financial burden of scientific researchers,and increase scientific research output.It is of great significance to continuously improve the level of scientific research project funding management.This article takes the National S research project undertaken by the C Institute as the research object,and introduces the current status of financial management of the scientific research project with low funding efficiency and high budget management cost of the scientific research project.There are practical problems in budget preparation that are not scientific,accurate,and systematic.They differ greatly from the budget in implementation and do not establish corresponding financial management incentives and feedback mechanisms,such as the weakening of financial management of scientific research projects in research institutes.Based on the actual financial management of the scientific research projects of the Institute,this paper studies the establishment of the financial management theory of "full life cycle cost management" and "full cost management" during the implementation of the PDCA financial management planning of scientific research projects,and uses the comprehensive budget method to compile the scientific research project budget;In the implementation stage,carry out early-warning analysis of financial progress data of the scientific research project and refined financial data monitoring to assist project leaders and research institute managers in decision-making analysis of project progress;in the inspection effect stage,construct funding for scientific research projects Project progress,refined financial data monitoring,project cost management,financial dynamic data of the whole process,and internal control of the project's financial management inspection and evaluation model,forming a positive reward project financial management performance evaluation system;during the processing stage,the establishment of Information feedback and budget adjustment mechanism.This paper proposes the implementation of PDCA circular financial management for scientific research projects.The institute also needs to create a "business-finance integration" management atmosphere,improve the financial management system for scientific research projects,establish internal information sharing mechanisms and internal control early warning mechanisms,upgrade ERP systems,and build services A series of safeguard measures such as the financial management team for scientific research work and the allocation of scientific research financial assistant positions.It is hoped that through the research in this article,a systematic and constructive research solution will be provided for the financial management of scientific research projects of the institute.
