Risk Management Of Anti-poverty Project In Traditional Chinese Medicine Planting Industry

Development is the premise of solving rural problems.Industrial development is a new requirement for the contemporary agricultural and rural economy to adapt to the changes of market demand and accelerate the optimization and upgrading.In order to build a well-off society in an all-round way,win the battle of poverty alleviation,overcome the problem of deep poverty and achieve stable poverty alleviation,we must attach great importance to industrial poverty alleviation,let poor households get opportunities for self-improvement through industrial development and consolidate the effect of poverty alleviation.In the practice of industrial poverty alleviation,the poverty alleviation project of traditional Chinese medicine planting industry has become one of the most dynamic poverty alleviation projects.Traditional Chinese medicine has a long harvest period,high quality requirements,high risk and low income.The yield and quality of traditional Chinese medicine are affected by cultivation technology and natural environment factors in the breeding process,and the price is also greatly affected by market factors when it is sold.Therefore,the risk factors faced in the development of poverty alleviation projects of traditional Chinese medicine planting industry are very complex.In particular,the poverty alleviation projects of traditional Chinese medicine industry are mainly driven by the joint efforts of enterprises and cooperatives,and there are problems of coordination of different goals and tandem of different interests under the mode of "government+enterprise+ cooperative+poor households",Therefore,it is necessary to study how to systematically and accurately identify,evaluate and deal with the risks of the project,increase profits in the largest scale,and help the poor households out of poverty.The background of this paper is that China's poverty alleviation project has been in the final stage of targeted poverty alleviation.Firstly,this paper analyzes the domestic and foreign research status of risk management of poverty alleviation project of traditional Chinese medicine planting industry,After that,five related theories which are the basis of this paper are expounded.Then through literature analysis,brainstorming and Delphi method to identify the risks of poverty alleviation projects of Chinese herbal medicine planting industry,Then the risk level of the project is evaluated by combining AHP and fuzzy comprehensive evaluation,Then,according to the results of project risk evaluation,this paper puts forward various risk countermeasures.Finally,taking the poverty alleviation project of Bletilla planting industry in Y village of X town as an example,the risk factors of the project are identified,evaluated and dealt with.The research of this paper improves the risk management level of the poverty alleviation project of Bletilla planting village in Y village of X Town,reduces the management cost and improves the profit,and also provides reference and reference for the risk management of the poverty alleviation project of the same agricultural industry.
