Abstract/Summary:
Since the Reform and Opening-up,China’s economy has witnessed extensive and high-speed development.When looking around the situation of the world’s and domestic economic society,it is obvious that the model can not be sustainable in future,and needs to be changed.To adopt to the current new development situation,the top of Chinese Government has put forward new requirements and plans for the development of the enterprises.Report at 19th CPC National Congress made it clear that "China’s economy has been transitioning from a phase of rapid growth to a stage of high-quality development.This is a pivotal stage for transforming our growth model,improving our economic structure,and fostering new drivers of growth."As we know,"Human" is the core resource of the development of the enterprise.The quality of human resources is not only the main content and basic guarantee for the sustainable and steady development,but also the important part for optimizing the core assets to foster the synergy value of the enterprise.So the performance management as the core function of the human resources management is bound to play a very important role in the process of the transformation and upgrading of China’s economy.In the same way,the state-owned economy is the leading force of the national economy,the state-owned enterprises should lead the charge in the areas of improving the quality of development and the transformation and upgrading.In addition,at present,small and medium-sized enterprises are the mainstream of China.Therefore,how to promote the competitiveness of state-owned small and medium-sized enterprises through the effective performance management so as to facilitate the transformation and upgrading has become the key research subject for some scholars of relevant areas in recent years.The R Company located in Nanchang City,Jiangxi Province is a state-owned small enterprise which engages in the area of building material market.The author selects the R Company which is representative as the research subject in order to figure out the meaningful ideas for big ones through analyzing the small ones.It aims to take the improvement of the performance management as the starting point to fully facilitate the employees’ enthusiasm and potential,so that all potential of the human resources would be given full display.From that,the author hopes the research would provide the R Company,local and national relevant enterprises some beneficial insights.The logical framework of this thesis is as follows:The first step is to gather,sort out and analyze the information about the background,organizational structure,personnel and performance management of the R Company aiming to lay a solid foundation for the further research.The second step is to deeply look into the problems existing in the R company and find out the reasons,and to offer strong supports for the subsequent measures of working out reasonable and well targeted programs to improve the performance management by starting from the separate analysis of the systems of performance management process,performance management regulations,performance management organizational responsibilities.At last,based on the main instruments of performance management and the Game theory,and by taking advantage of operational,clear,and understandable charts,the author would like to put forward measures to solve the problems from the perspective of full performance management system,and adopt effective supportive measures to further build and better improve the performance of the R company.The characteristic of this thesis lies in:The author conducts the research from the angle of "taking the social responsibility of state-owned enterprises and its own objectives of unique characteristics as important part of the performance management system into the consideration".And the thesis hits it right on the target,and is of practical application for reference in some way.
