Study On Management System Of Small And Medium-sized Airports In The Context Of Reform Of State-owned Enterprises

As the infrastructure and route nodes of civil aviation transport,the healthy growth of the airport industry plays a crucial role in the development of the domestic civil aviation industry and even the national economy.However,due to the historical reasons,the problem of the domestic airports of low construction and operation levels by reason of the imperfect management system is prominent.According to statistics of the civil aviation administration,more than three fourths of the domestic small and medium-sized airports have a deficit at present,and the weakness of their operation ties down the sound development of the whole airport industry.Therefore,the urgent issue is about how to carry out the reform of management system.In 2012,the Third Plenary Session of the 18^th Central Committee of the Communist Party of China opened the curtain of a new round state-owned-enterprises reform;in September 2015,Guidance on Deepening Reform of State-owned Enterprises issued by the State Council was implemented,which not only further identifies the public welfare function of the airports but also guides the direction for the deepening management system reform of the airport industry.First,the paper explicitly defines small and medium-sized airports and the new round of reform of state-owned enterprises.Then,through the retrospect of the history of the management system reform regarding airports and the classification of existing domestic airport management systems,as well as the status analysis of small and medium-sized airport operation management,this paper reaches the research conclusion that the unreasonable airport management system,blind planning and construction approved by the local governments,loss of the public welfare function of the airports and narrow investment and financing channels are the reasons for the poor operation of small and medium-sized airports,and this paper also points out that reform of the airport management system is imperative.Next,this paper selects the Tengchong Airport as the study case.Successfully applying the guiding thought of the new round state-owned enterprise reform during its development,Tengchong Airport makes bold innovation in management system revolving around its features,thus making remarkable contributions to local economy while keeping sustainable development,which proves the feasibility of applying the guiding thought of the state-owned enterprise reform to the practice for management system reform of small and medium-sized airports.Finally,according to the main points extracted from the guiding thought,this paper proposes several suggestions,like correctly positioning the attribute of small and medium-sized airports,giving play to the guiding role of the governments in airport reform and deepening reform of the airport management system based on the theoretical knowledge of public administration and public economics.This provides beneficial support and reference for improving the operation conditions of small and medium-sized airports and guiding them to the sustainable development road.
