Impact Of Agricultural Subsidies On Farm Households' Land Use Behaviors

How to improve the growth of farmers' income and the efficiency of farmland use and the economy of rural areas through appropriate macroeconomic and financial means is currently urgent to beresearched.In recent years,the agricultural subsidies policy has become one of the most important measures of the central govenment's policy which are focus on strengthening agriculture development.The agricultural subsidies policy has played a great role in improving the efficiency of farmland use,increasing farmers'income and protecting the safety of country's grain production.However,recently,some researchers found that although the agricultural subsidies policy,to a certain extent,promoted the enthusiasm of farmers to use farmlands,the effect is limited.Can increasing agricultural subsidies promote farmer'sfarmland use behaviors?It is a practical and valuable topic needs to be studied on.Based on related theories and literatures review,this study firstly analyzed the mechanism of the impact of grain subsidies on households9 farmland use behaviors,and then using the macro data descriptive statistical analysis and micro survey data empirical analysis to investigate the impact,in order to provide reference and basis for government decision-making and contribute to related theoretical research.The main outcomes of this study are as follows:(1)Impact of agricultural subsidies on farmers' farmland usebehaviors(grain sown areas and input use)-A theoretical framework.The agricultural subsidies policy as one of the national macro-control policies will cause the great changes of rural economy and social environment,and then promote the farmers to alter decision-making about farmlands utilization in order to fit for the new environment.Income-type subsidies are beneficial to improve farmers' input abilities,while production.type subsidies are good at increasing prospective revenue of grain production,and then influence the farmers' farmland use behaviors.However,the households' farmland use behaviors finallybe influenced through comparative revenue of grain production and off-farm employment.On the one hand,if agricultural subsidies cause the growth of grain production comparative revenue,farmers are more likely to increase the grain sown areas and fertilizer input,on the other hand,if the agricultural subsidies do not create a great growth of grain production income,framers will not choose to expand the use of farmlands.(2)Impact of agricultural subsidies on farmers5 farmland usebehaviors(grain sown areas and fertilizer input per mu)-based on 2003 to 2015 macro data descriptive statistical analysis of Jiangxi province.As the rise of Jiangxi province's agricultural subsidies amount,the grain sown areas and fertilizer input per mu increased as well,but the increase range was declined.(3)Impact of agricultural subsidies on farmers5 farmland usebehaviors(grain sown areas and input use)-based on 2000 to 2010 micro survey data empirical analysis of Jiangxi province.The agricultural grain subsidies had a significant positive impact on farm households,farmland use behaviors,including grain sown areas and fertilizer input per mu,the policy efficiently promoted the farmers5 farmland use behaviors.Based on the above conclusions,to guide government decision-making about agricultural subsidies and hence improve farn households5 farmland use behaviorsand increase the farmers5 income and safeguard grain security,this study puts forward the following policy recommendation:(1)Continue increasing the amount of agricultural subsidies;(2)Supporting the moderate large-scale operation of farmland.
