In order to achieve the goal of taking trade security and convenience,the World Customs Organization(WCO)in Brussels in June 2005 signed SAFE,the purposes is to strengthen the"Customs-Business Cooperation",and available in its member states,the realization of core is to establish international partnership enterprise credit certification system(Authorized Economic Operator,referred to as AEO).In 2006,China signed SAFE,which defined the relationship between China Customs and enterprise as a cooperative partnership and promised to implement AEO system in China.In recent years,through the implementation of credit management methods,the localization of AEO system in China has been gradually realized,and a new customs supervision mode based on credit has been constructed.Starting from the connotation of partnership and from the perspective of new public management theory and the relationship between the government and enterprises,this paper analyzes the significance of implementing the cooperation between China Customs and enterprises.Through reviewed the development of China Customs and business relationship,demonstrated by China Customs to carry out the AEO system development trend of the international customs and domestic policy environment dual function,analysis of China's credit management system and the basic situation of the European Union and the United States AEO system,differences in contrast,is introduced in the implement of credit management system,combining with the customs directly under a certain AEO system implementation effect,It is concluded that there are some problems in the partnership between China Customs and enterprises,such as blocked implementation of preferential measures,lack of participation with enterprises,need to improve the convenience of customs clearance,lack of macro design for the implementation of the coordinator system,continuity of enterprise qualification and mutual recognition after customs inspection merger,etc.It also points out that the following aspects are needed to solve the dilemma:Optimizing the establishment of institutions and giving full play to the role of the functional departments of customs at all levels;Optimizing facilitation measures and establishing equal partnership;Optimizing talent management and establishing expert training system;We should optimize the port management model and accelerate the improvement of the "single window" construction of port departments.
