Research On The Problems And Countermeasures Of The Provincial-level Grain Information Management Platform

As the special commodity which affects the national economy and people's livelihood,grain is closely related to the daily life of people.In recent years,Our country has attached unprecedented importance to food work,and issued a series of documents to strengthen food security.With the deepening of carrying out supply-side structural reform in the agricultural sector,the grain circulation management has moved from the traditional policy-oriented grain management to the market-oriented management,which has put forward new requirements for the grain circulation management.Faced with the new situation,how to build a more scientific and efficient grain circulation management pattern,strengthen grain circulation management,achieve social co-governance,and improve the overall level of food security has become an important issue for the government and relevant departments.In recent years,Internet technology with the core of "Internet+" and large data is being valued and applied in more and more industrial fields.Information construction has also become an important part of the construction of service-oriented government.Under this background,the combination of grain circulation management and information technology emerged as the times require,and the construction of grain informatization has attracted more and more attention.Since 2007,Shandong Province had started to promote the informatization construction of grain industry,which had experienced the initial stage of exploration,accelerating the development stage and the comprehensive promotion stage.In 2015,Shandong Province launched the construction of Platform for Grain Circulation Management in the whole province.In 2016,the second phase of Platform project was launched in an all-round way,and the seamless connection and smooth transition of the first and second phases of the project were achieved.In terms of information construction,Shandong Province has achieved fruitful results and gained valuable experience and lessons.Starting from the research background of grain informatization construction,research achievements at home and abroad,and research ideas and methods,combined with the background of information age,this paper introduces in detail the basic theories of new public service theory,information asymmetry theory and electronic governance theory which provides a reliable theoretical basis for the development of this research content.Secondly,the definitions of grain circulation management,government information management,grain administration department and provincial grain information management platform are elaborated.Through investigation,the status quo of Shandong Province's grain information management platform is analyzed,and the main characteristics of Shandong Province's grain information management platform are pointed out.After the operation of the platform,preliminary results have been achieved in improving work efficiency,saving administrative costs,standardizing administrative processes,strengthening enterprise self-discipline and increasing enterprise efficiency.While affirming the achievements,the existing problems in the process of construction and operation are found,including the platform system construction not satisfying the actual needs,the level of data management needing improved,the degree of information openness and sharing insufficient,the low enthusiasm of audience participation,and the lack of information management personnel.Then,this paper analyzes the causes of the problems,mainly due to the low awareness of information management and service,the disconnection between platform construction and grass-roots work,and the management system restricting the integration of information resources.Finally,from the four aspects of concept,system and policy,technology and talent,this paper puts forward specific countermeasures to optimize the platform of grain information management in Shandong Province.Taking Shandong Province as an example,this paper systematically analyzed the current situation of Shandong Province's grain information management platform,pointed out the existing problems,analyzed the reasons for its emergence,and put forward the suggestions.This paper provides reference for other provinces to build provincial grain information management platform,and it can effectively promote the construction of grain circulation information in China.
