After the slogan of "mass entrepreneurship and innovation" was put forward, banks pay more and more attention to small and micro enterprises. With the growth rate of small and micro enterprises, banks are increasingly willing to provide credit support for small and micro enterprises, and rural commercial banks are no exception. However, under such a background,it is still difficult for banks to provide credit support for small and micro businesses, and small and micro businesses still only have limited access to credit support from banks. In order to solve the problem that banks are reluctant to lend due to the general poor qualifications of small and micro enterprises, imperfect financial system, lack of credit enhancement measures and serious information asymmetry, etc.,we urgently need to establish a targeted credit risk assessment system for small and micro businesses to help banks judge and analyze risks.By using analytic hierarchy process(AHP),this paper selects a series of risk assessment indexes for A Rural Commercial Bank, obtains the weight of relevant indexes through calculation and finally obtains the weight order of all indexes.Besides,it is concluded in this paper that mortgage condition index occupies the biggest weight and borrower's marital status index occupies the lowest weight in the whole index system.By setting the relevant scoring items in this paper based on the above-mentioned conclusion, risks assessment scoring table is obtained in this paper so as to provide A Rural Commercial bank with scientific assessment of credit business risks. In terms of content, firstly, this paper reviews the researches made by some domestic and foreign scholars on credit risk and analytic hierarchy process(AHP)of small and micro enterprises, and makes a literature review;secondly,by taking rural commercial bank A as an example, the location and business characteristics of rural commercial bank A are introduced, and its existing risk assessment system is analyzed, problems such as unreasonable selection of evaluation indexes and dependence on historical data, etc.are found, and the necessity of establishing an effective credit risk assessment system for small and micro enterprises is put forward;thirdly, under the guidance of the analytic hierarchy process(AHP),the AHP structure model is constructed, and relevant indicators are selected to calculate the weight of each indicator according to the steps, based on which,a credit risk assessment system for small and micro enterprises applicable to rural commercial bank A has been established and its effectiveness has been verified;finally, relevant safeguard measures for the implementation of the risk assessment system are proposed to help rural commercial bank A improve its ability to prevent and control credit risks of small and micro enterprises.
