| MSMEs play a significant role in the development of the national economy,such as providing jobs and generating tax revenue.For commercial banks,credit business for MSMEs also accounts for a significant proportion of their business development.However,there are many drawbacks in the development of micro and small enterprises: the management and operation of enterprises are not standardized,the capital strength is poor,the anti-risk ability is poor,etc.,so the non-performing loan rate of micro and small enterprises is relatively high.Especially in the context of the epidemic,small and micro enterprises are more likely to generate non-performing loans due to their own scale and capital flow limitations.In the pre-lending,lending and post-lending management of banks,it is easier to ignore the post-lending management.Therefore,under the severe situation of the epidemic,how banks can strengthen the post-lending management of micro and small enterprises has become an urgent problem to be solved.This thesis analyzes the problems in the post-credit management of micro and small enterprises in Agricultural Bank LY branch with regard to the post-credit management of micro and small enterprises in LY branch.Based on the statistical credit data of micro and small enterprises of Agricultural Bank LY branch,RAROC model is constructed and the weak credit business management ability and poor management level of Agricultural Bank LY branch are found.Through the expert scoring method and questionnaires,this thesis finds the following six problems in the post-credit management of micro and small enterprises in Agricultural Bank LY branch: unprofessional post-credit risk assessment,the problem of “emphasizing loan rather than management”,unclear responsibilities of post-credit management,lack of attention to the micro and small enterprises enjoying the epidemic discount policy in post-credit management,and the number of credit managers is low.The number of credit managers is small and their capacity is insufficient,and the focus of post-credit review is vague and the frequency is low.By analyzing these problems,it is found that they are mainly caused by the following reasons: the lack of credit staff team construction and supervision for micro and small enterprises,the deficiencies of the performance evaluation system,and the inadequacy of the post-credit system and the difficulty of implementation and enforcement.Based on the business characteristics of Agricultural Bank LY Branch,this thesis proposes the principles and improvement priorities of the post-lending management system.The thesis proposes the improvement of post-credit management system in six aspects: establishing AHP evaluation model for quantitative analysis,strengthening post-credit management-oriented performance evaluation measures,clarifying the responsibilities of micro and small enterprises credit business positions in Agricultural Bank LY Branch,strengthening post-credit management of micro and small enterprises applying for low-interest loans,improving the business quality of the post-credit management team of micro and small enterprises in Agricultural Bank LY Branch,and improving the focus and frequency of post-credit inspection in Agricultural Bank LY Branch.The suggestions for improving the post-credit management work were put forward in six aspects. |
