Procurement is a pivotal activity that can influence the operation of an organization and it's an activity that is interconnected with all departments in an organization.The study investigated the influence of public procurement processes on the completion of road projects in Liberia.The study sought to determine the impact of public procurement on road construction projects in Liberia,to establish the influence of procurement negotiation on road construction projects,to establish the influence of contract monitoring and evaluation on road construction projects to assess the influence client selection criteria has on the completion of road projects,and to establish the influence of procurement control regulation on road construction projects.The study was guided using both the Agency Theory and the Linear Policy Theory.In order to achieve the study objectives,the researcher ought to use a descriptive research design during the study.The target population for the study included 100 respondents of which a simple size of 45 was selected in keeping with simple random sampling method.Those selected included:procurement managers,project managers,bid committee chairpersons,foremen and engineers.The study used primary data which the researcher collected by a semi-structured questionnaire.Data collected from the study survey was analyzed using descriptive statistics and correlation analysis.They result from the study revealed a positive correlation between Procurement Planning and Project Implementation.The study further showed that the tendering method used during the procurement phase of a road construction project has a great influence on the completion of the project.A strong positive correlation was shown between Procurement Negotiation and Contract Monitoring and Evaluation during the study research.Contract Monitoring and Evaluation was found to greatly influence the completion of road construction projects in Liberia.Contract Monitoring and Evaluation systems ensures that the overall objective of a contract is achieved,monitoring has been used to identified threats and trigger off a search for solution to the threat discovered.This process has contributed greatly to project success.The study recommends the Government of Liberia to revise the PPCC act of 2005,and put into place procurement policies to ensure the satisfaction of clients during project implementation.The study also recommends that the government of Liberia through the public procurement and concession commission(PPCC)should embrace the use of e-procurement within all of its ministries and entities to ensure a free and transparent procurement process.The study recommends that the commissioner of the public procurement and concession commission should always be a legal petitioner who understands the legal aspect of the procurement laws.The study suggested further study to be conducted regarding the role of development partners on the completion of road projects in Liberia.The study also suggested that a comprehensive study be conducted the impact of public procurement process within the private sector.Since the public sector and private sector are collaborating on project implementations the study also suggested that further study be conducted on the effectiveness of procurement process relating to Public-Private Partnership(PPP).
