Under the traditional construction mode, the management mode of governmentinvestment construction projects is prone to be the combination of investment, construction,management and use as well. Without scientific and effective control, the excesses in threefields are likely to take place in the government investment construction projects, which arenot conducive to the economic construction of our country. In order to strengthen the reformof investment and the management of government investment projects as well asimprovement of construction methods, as the decision of investement systerm reform issuedby the State Council mentioned, Acting construction system should be expedited concerningthe non-commercial projecst invested by Government. There are three factors which lead to alarge number of problems in the process of concrete implementation, respectively theimmature development, the imperfection of the relevant legislation and the ingrainedtraditional management ideas. Even worse, the construction units, as the main role of actingconstruction implement, meet with many challenges, resluting in negative developmentsituations. If we want to speed up the promotion and the development, we should first solvethe problems of existence and the development of construction units. As a result, this thesiswill mainly focus on the research on the potential risks of construction units.This thesis is composed of five parts. Firstly, based on the previous research, includingthe characteristics of Acting construction systems, this thesis aims at the existing relevantregulations and the analyses of construction mode as well as current risks in actingconstruction. Secondly, apart from the basic qualities of construction units, it introduces theduties and responsibilities of Construction units in the whole process of construction. Thirdly,it analyzes the causes of risks of the construction units in the process of operation, whichmainly consist of the outer, the inner and the main body of the project in detail. Fourthly,according to the previous analysis, the risk index system was constructed. The index systemowns seven first-degree indicators, including market, policy, regulation, project environment,Perfection of contracts, project objectives, construction units and other participants. Based onthe first-degree indicators, there are20second-degree indicators which are further organizedfor quantization of risks. Besides, in the light of AHP, it calculated the weight value of riskindicators, obtaining the value of each index and directly showing the importance of eachindex by using the charts. Under such circumstance, the construction units can takesreasonable measures and pay considerable attention. Eventually, it puts forward some relativeconcrete measures for the risk indicators and It provides a reference for the construction unitson how to deal with the risks. This research is of great benefit to resist risks of construction units and market competitons, thus contributing to the promotion and development of Actingconstruction systems, which is undoubtedly meaningful and valuable.
