Research On The Practice Of Financial Poverty Alleviation In Liangshan Prefecture

Since the 18th National Congress of the Communist Party of China,the Party Central Committee,with Comrade Xi Jinping as its core,has attached great importance to poverty alleviation.At the Central Conference on Poverty Alleviation held in 2015,the general goal of poverty alleviation work has been determined to win the battle against poverty resolutely and ensure that all poverty-stricken areas and poverty-stricken people will enter a new era of a well-off society in In the report of the Nineteenth National Congress of the Communist Party of China,General Secretary Xi Jinping once again pointed out that poverty alleviation in rural areas will be promoted to a new level by ensuring that the poverty-stricken population in rural areas will be lifted out of poverty by 2020 under the current standards of our country.As an important part of poverty alleviation,financial poverty alleviation will play an important role in winning the battle against poverty and building a well-off society in an all-round way.The rudiment of financial poverty alleviation in China began to appear in the 1950 s.After entering the 1980 s,financial poverty alleviation with special poverty alleviation loans as the main means began to be carried out on a large scale in China,which became the first large-scale financial poverty alleviation practice in China.However,in the past,financial poverty alleviation has played a relatively limited role in China due to the lagging of overall financial development.It is more a supporting measure or auxiliary means for other poverty alleviation projects.The important role of financial poverty alleviation has not been effectively played,and the value of financial poverty alleviation has not been truly reflected.In the 21 st century,especially after the beginning of this round of poverty alleviation,with the steady rise of China's overall national strength,especially the continuous improvement of financial development,the role of financial poverty alleviation has gradually emerged.How to use financial means to help Liangshan District solve the poverty problem,improve the income level of the poor people and reduce poverty in the process of poverty alleviation? The risk of poor people returning to poverty is the focus of this paper.Starting from the history and current situation of financial poverty alleviation in Liangshan Prefecture,this paper takes bank credit,insurance and capital market as clues to alleviate poverty,focusing on combing and analyzing the measures taken in various fields of financial poverty alleviation in Liangshan Prefecture.In the field of bank credit,we mainly take poverty alleviation micro-credit as the starting point,evaluate the credit rating of poor households,grant micro-loans to poor households on the basis of bank loans,and provide cheap bank credit funds for handicraft and agricultural production of poor households.At the same time,the governments at all levels in Liangshan put out financial funds to work.In order to cover the risks that may arise for the sub-insurance fund,the worries of the banks after carrying out poverty alleviation loans are relieved.In the field of insurance,Liangshan Prefecture actively explores new products and services,and provides low-cost and efficient insurance guarantee for the poor by giving full play to the joint role of the government and insurance institutions.In the field of capital market,Liangshan Prefecture actively docks with the preferential and favorable policies of the state,takes the cultivation of enterprise restructuring and listing in the Prefecture as the focus of work,uses capital market funds to accelerate the development of local enterprises and superior characteristic industries,and ultimately realizes the development of superior characteristic industries driven by listed enterprises.By sorting out and analyzing the measures adopted by Liangshan financial poverty alleviation,this paper puts forward some reasonable suggestions in light of the existing problems and shortcomings.First,we should further optimize the financial ecological environment of Liangshan Prefecture.Second,we should make comprehensive use of the various national financial poverty alleviation policies.Third,we should further play a good role in ensuring insurance.Fourth,we need to strengthen the grass-roots forces of financial poverty alleviation.Fifth,we should continue to strengthen the efforts of enterprise restructuring and listing so as to help the enterprises in the state have the conditions of docking the capital market more quickly.
