The proposal of rural revitalization strategy pointed out the direction for China's agricultural development road at the present stage.To follow the road of revitalizing the socialist countryside with Chinese characteristics,we must deepen the structural reform of the supply side of agriculture and promoting agriculture by quality.This theory has been in China for a long time.The ancient people's ideas of harmonious development of heaven,earth and people have enhanced the sustainability of ancient agricultural development.In recent years,with global climate change,greenhouse gas emissions have increased dramatically,and the development of a low-carbon economy has become the focus of global attention.Agriculture is an important source of carbon emissions for greenhouse gases.The traditional agricultural production methods mainly rely on a large amount of fossil energy input,which has led to a series of problems such as environmental pollution and farmland quality degradation.If we want to promote agricultural economic growth,improve the rural environment,and improve the quality of agricultural products,we must change the "high-carbon" agricultural development mode and reduce agricultural carbon emissions.Therefore,it is of great practical significance to improve the quality of China's agricultural economy under the constraints of low carbon.It is not only conducive to the improvement of agro-ecological efficiency,but also has an important impact on the development of low-carbon agriculture and the implementation of the rural revitalization strategy.Based on the theory of ecological economics,low-carbon agriculture and sustainable development,this paper conducts an empirical study on China's agricultural carbon emission levels,agro-ecological efficiency and the factors affecting agricultural economic growth.The current carbon in agricultural production in China mainly comes from the input of agricultural production materials such as chemical fertilizers and pesticides,as well as the use of agricultural film,diesel oil and intestinal digestion and fecal emissions of ruminants.In 2002-2016,the total amount of agricultural carbon emissions in China continued to increase.Fertilizer was the most important carbon source in agricultural production in the past 15 years,and agricultural irrigation produced the least carbon emissions.In addition to chemical fertilizers,the main agricultural carbon sources in the eastern region are diesel and agricultural film,while the central and western regions are mainly for intestinal fermentation and fecal discharge.After clarifying the level of agricultural carbon emission in China,the data envelopment analysis method based on undesired output is used to evaluate and analyze the level of agricultural eco-efficiency in China.Select the labor force in agricultural production,the total sown area of crops,fertilizer,pesticide,agricultural film,diesel,and effective irrigated area as input variables,select the total output value of agriculture,forestry,animal husbandry and fishery as output variable,and the total amount of agricultural carbon emissions is unexpected output.The results show that the agro-ecological efficiency of most areas in China is increasing year by year,and the overall level is moderately efficient.The eastern region has the highest level of agro-ecological efficiency,followed by the central region,and the efficiency level in the western region is gradually increasing.There is a large room for improvement.The chemical fertilizers and agricultural abuses in the central region are more prominent.The use of agricultural film in the western region is excessive,and the carbon dioxide emitted in agricultural production is seriously excessive.Subsequently,through regression analysis of factors affecting the high-quality growth of agricultural economy across the country and in various regions,it is found that the number of patent applications accepted,the pure technical efficiency of agriculture,the area of cultivated land,the per capita agricultural machinery power and the per capita disposable income of rural households can significantly promote agricultural economic growth.Carbon emissions per unit of production have an impediment to the increase in agricultural output.However,the proportion of agricultural disasters has no obvious relationship with the total agricultural output value.The eastern,central and western regions are at different stages of agricultural development,and different agricultural development processes determine regional differences in the role of agricultural carbon emissions in the agricultural economy.Finally,this paper provides an implementation path for how to take the road of quality and prosperity in the low-carbon perspective.The government should enhance the function of agricultural carbon sequestration and change the concept of agricultural extensive production.The government should promote the promotion of energy-saving agricultural machinery and promote low-carbon emission reduction in agriculture.They should implement a low-carbon agricultural development model to achieve high-quality and efficient development of agriculture.They should work hard to improve the scientific and technological quality of farmers and smooth the way for farmers to increase their income.In the development of the region,different policies should be formulated for different regions,and the same path should be achieved to promote regional coordinated development.
