One of the hallmarks of the transformation of agriculture from the traditional model to the modern model is the use of production factors with modern agricultural characteristics,supplemented by the techniques and management methods advocated by modern agricultural production,thereby realizing the current level of agricultural technology and upgrading agriculture.Return on investment.The development of modern agriculture also requires a sound agricultural product market,an excellent agricultural product mix structure,a complete professional farmer training system,and sufficient investment funds for agriculture.The above mentioned markets,factors,talents,and funds will gradually be satisfied in the process of industrialization.In the process of the continuous improvement of China's industrialization level,in other words,in the process of industrialization,the modernization of agriculture has been accompanied by its continuous development,and the overall agricultural efficiency of China has improved,but it has been advocated by modern agriculture in different regions and even different regions of the same region.The problems of scientific non-point source pollution and high carbon emissions,which are contrary to advanced concepts such as scientific sustainability,green and low carbon,and low ecological consumption,have always existed,attracting national and local attention.Based on data about agricultural production and industrialization in all provinces and regions except Tibet in 2006-2016,this paper firstly analyzes the industrialization process in various regions of western China;and then uses the SBM-DEA model with the undesired output of carbon emissions to evaluate the agro-ecological efficiency,and the redundancy of factor input and carbon emission mcluding non-point source pollution sources in agricultural production in each region are analyzed and compared,and the level divided for the change of agro-ecological efficiency in each region are analyzed.Finally,the variable-constrained panel Tobit regression model studies the extent and significance of the impact of urbanization factors,urban-rural consumption gaps,grain cropping structure in agricultural production and management,fixed assets investment completion,and disaster-proportioned factors,respectively,on agro-ecological efficiency,agricultural pure technical efficiency,and agricultural scale efficiency.The study found that the variables used for industrialization description:population urbanization,land urbanization,the ratio of output value of the primary industry,and the four indicators of per capita economic strength have various characteristics in the process and fluctuation of the western regions in China.In the provinces and regions with similar indicators and their changes,the remaining indicators are very different.Even in the same region,the fluctuation trend of various industrialized description indicators is not the same.In addition,from the perspective of comprehensive consideration of agricultural input factor redundancy and carbon emission redundancy,the average level of agro-ecological efficiency in each region during the study period is from low to high:Gansu,Guizhou,Yunnan,Ningxia,Chongqing,Shaanxi,Xinjiang,Inner Mongolia,Qinghai,Sichuan,and Guangxi;among these regions,Guangxi has the most efficient years,with a total of 6 times;the agro-ecological efficiency of Yunnan,Gansu,and Guizhou has been in a state of improvement during the study period;:Inner Mongolia,Qinghai,Xinjiang;regions with less fluctuations:Sichuan,Gansu,Guangxi;and stable growth areas include Yunnan,Chongqing,Guizhou,Shaanxi,Ningxia;from the aspect of agricultural production input factors and redundancy of carbon emissions:the redundancy ratio of the project inproved significantly during the study period in Inner Mongolia,with only a slight rebound in 2013 and 2014;the redundancy ratio of Chongqing declined steadily;Sichuan had a large negative fluctuation in the middle of the study,and gradually recovered to the effective state later;Guizhou's overall redundancy is steadily improving,and some elements such as pesticides and agricultural machinery are significantly optimized;the degree of relaxation improvement of agricultural film,fertilizer,pesticide,agricultural machinery power and carbon emission in Yunnan agricultural production 1s small,and the rest of the factors are significantly improved;the use and configuration of pesticides in Shaanxi 1s always in an efficient state,and the ratio of agricultural film redundancy got negative fluctuation in 2009-2015,and the redundancy of other factors 1s fluctuating,but the overall situation 1s still need improving;Among the agricultural production factors in Gansu,there xvere significant optimizations in crop planting,effective irrigated area,employed population,agricultural machinery power and fertilizer input.The other factors and carbon emission redundancy showed negative growth during the study period;The indicators of Qinghai in 2007-2009 and in 2016 were all fully effective.The planting area,effective irrigated area,employed population,and agricultural machinery power experienced large negative fluctuations in 2010-2011 and 2013,and overall improvement of agricultural film,fertilizer and carbon emission redundancy is huge;there is no redundancy in the use of pesticides in Ningxia.In addition to agricultural film,the rest of the factors and carbon emission redundancy are steadily improved;there is no slack in the population of the primary industry in Xinjiang,and carbon emissions and other factors are generally in a state of relaxation and improvement;There 1s no redundancy in the investment of agricultural film and agricultural machinery in Guangxi,for other factors,except for negative fluctuations in 2008-201 1,are also fully effective.In the Tobit regression analysis,it was found that in the regression of agro-ecological efficiency as a dependent variable,land urbanization,grain-growing structure,agricultural economic status and per capita economic strength were significantly positively correlated with it;In the regression of restricted dependent variables,agricultural economic status and per capita economic strength have a significant positive effect on it:in the regression of agricultural scale efficiency as a restricted dependent variable,population urbanization is significantly negatively correlated with land.Urbanization has a significant positive correlation with its planting structure,agricultural economic status,and per capita economic strength.The remaining factors,such as the degree of disaster,have a negative effect Finally,the above data are summarized and improved from agricultural products,agricultural science and technology talents.Reasonable policy recommendations are given in terms of training,rural financial system construction,agricultural low-carbon methods,and non-point source pollution prevention measures.
