With the continuous construction and improvement of inland waterways,the capacity and efficiency of water transport are constantly improving.The large-scale smelting and thermal power plants,which live in the hinterland of the inland,rely more and more on the mode of rail-water intermodal transport due to the consideration of transportation cost.A stable traffic volume has been formed in the inland port.As an important participant in the mode of combined transport,railway transport enterprises have a large number of vehicles participating in the water rail combined transport every day,which plays an irreplaceable role,but also produces a large number of vehicle occupancy hours.How to improve the efficiency of material distribution in inland ports and reduce the hourly consumption of intermodal vehicles has become the main concern of railway departments.Based on the theory of port collection and distribution organization,this paper analyzes the structure and characteristics of the rail-water intermodal transportation system of inland port,and expounds the method of determining the capacity of subsystem and its logical relationship.The main task of the system is defined,and the function modules of the system are divided based on the operation flow.On this basis,the mathematical model of logistics distribution plan is established,and the optimal solution of the model is obtained by integer programming method.Furthermore,using the method of constraint sensitivity analysis,the paper analyzes the adjustment strategy of the distribution scheme when the different constraints change,and puts forward the optimization method for the distribution organization of the inland river rail-water intermodal transportation according to the different stages of the development of the constraints.Finally,combining with the current situation of port rail water transport in Hunan Province,the model is verified and the optimization method is applied.To form an optimization method of distribution organization suitable for the development of inland river port group.
