The current international economic environment is complicated. And the problems of trade structure, debt structure and imbalanced monetary and financial systems loom large further. As a result, the domestic economic slowdown. Port acts as a allocation hub of regional resource, is one of the important driving force of regional economy. At the same time as the world energy crisis and environment problem increasingly serious, accelerating the transformation and upgrading of port logistics industry, and realize the green development of port is imminent. As an advanced transport mode, rail-water intermodal transport as an important means to realize the seamless connection in passengers and freight transportation is a significant project being implemented, and means a lot to port enterprise. Hence,more and more ports begin to try rail-water intermodal transport to improve transport efficiency and reduce logistics cost. At the same time to achieve energy conservation and emissions reduction effect.The logistics of Nanjing port has the advantages of rail-water intermodal transport no matter in terms of infrastructure conditions, freight transport organization or information condition, coordination and communication with railway departments. In addition, Nanjing port is facing great opportunities from the long-term trend of economic development and system reform. However, there are still some problems in the actual operation which is very necessary to summarize and evaluate.The article analyzes the current situation on the development of rail-water intermodal transport in Nanjing port and summaries the problems existed in development.Then designs a scientific and reasonable evaluation index system with experience of foreign ports. And constructs a model based on D-S theory to evaluation the development of the rail-water intermodal transport in Nanjing port The index system consists of four secondary indicators which are freight adaptability, connectivity, service level and the coordination of mechanism. And there are seventeen indicators in level3such as trains every week, railway capacity, goods change convenience, the marketization degree of railway transportation and so on. Raw data collection mainly adopts the expert investigation method which is inviting experts in port enterprises who are familiar with every link of rail-water intermodal transport and industry experts have in-depth study on rail-water intermodal transport to give each indicator a score, then transforming scores into original data and plugging in the model, the output is the evaluation result. Finally proposes the development countermeasures and suggestions from the government level and enterprise level.The current studies on rail-water intermodal transport are not many, less about the inland port. The research contents and methods in this article provide theoretical support and experience for the rail-water intermodal transport development of other ports in our country. It can make the logistics development level reached the ascent from the whole. At the same time, the evaluation conclusions help Nanjing port has a comprehensive and accurate understanding about development environment of rail-water intermodal transport and draw lessons from foreign advanced experience of some port.Then targeted to take measures to improve it in different ways and strengthen the advantage, improve the service level in the future.
