At present,the internal and external environment for the development of China's manufacturing industry has undergone profound changes,and it is in a critical period of further enhancing its core competitiveness and moving towards the high-end of the global value chain.As a symbol of high-quality and flexibility,high-tech industry has gradually become the strategic highland of international competition,while its export development has a profound impact on a country's industrial comparative advantage.At the same time,the central government has clearly put forward adhering to the market-oriented reform,especially taken implementing the market-oriented allocation of elements as the key task of deepening the economic system reform.To achieve the high-quality development of China's manufacturing industry,we must not rely on the path of investing a large number of traditional factors,but pay more attention to the improvement of factor allocation efficiency,so as to further stimulate social creativity and market vitality.Nevertheless,the current market-oriented reform in China is still deepening.Due to the lagged development of factor markets in different regions of China,there exist different degrees of configuration distortions,which hinder the free flow of capital,human capital,technology and other factors,and make it difficult to allocate them to high-quality enterprises or projects accurately and efficiently,which seems to become the key factor that affects the export development of China's high-tech industry.This paper is based on the perspective of factor market allocation and empirically tests the impact of factor marketization allocation on China's high-tech industry export.by using panel data of 30 provinces(excluding Tibet,Hong Kong,Macao and Taiwan)in China from 2009 to 2016,of which it takes the factor market development score under the marketization index system,as well as the three secondary subdivisions including financial marketization,technological achievements marketization and intellectual property protection as the core indicators.The conclusions show that the improvement of factor market development has created a good institutional environment for the development of industries and improved element flow and allocation efficiency,which has a significant positive effect on increasing the export of high-tech industry.g industry.Among them,the marketization of technological achievements,Finance and the protection of intellectual property show a positive and significant impact from small to large.It shows that the key to further promote the development of high-tech industry export and the market-oriented reform of elements in China is to increase efficiency of the market-oriented allocation of innovation,especially to focus on the protection of intellectual property rights.Based on the above analysis,this paper puts forward some policy suggestions from different angles.In addition,the innovations of this paper are as follows: 1.From the perspective of research,after fully considering the differences in the development degree of factor markets in different regions of China,here study from the provincial level;2.In terms of research methods,data envelopment analysis(DEA)is used to measure and dynamically analyze the factor allocation efficiency of regional manufacturing industry;3.As for the conclusion,the different effects of the three subdivision indexes of factor market development are obtained through the expansion model,so the depth of general conclusion analysis is increased.
