The "opinions of the general office of the state council on promoting the sustainab le and healthy development of the construction industry"(guo ban fa [2017] no.19)pr oposed to encourage investment consulting,investigation,design,supervision,bidding ag ency,cost consulting enterprises to develop whole-process engineering consulting,and c ultivate whole-process engineering consulting enterprises with international standards.Co mpared with the traditional fragmented consulting mode,whole-process engineering cons ulting has obvious advantages.However,in the past two years since the national promo tion of whole-process engineering consultation,the acceptance of whole-process engineer ing consultation by society and enterprises is not high.This phenomenon,scholars have different understanding,some point that the lack of market,others that the market is sti ll in the warm period.Promote the whole-process of engineering consultation by the mar ket or by the government.Why are all kinds of consulting enterprises not enthusiastic a bout whole-process engineering consulting.Why is the owner not satisfied with the whol e-process engineering consulting service.These problems restrict the development of the whole-process engineering consulting market.Based on this,this paper starts with the driving factors of whole-process engineerin g consulting in the transformation of growth mode of consulting enterprises,and makes theoretic al and empirical analysis by using structural equation model,incentive mechani sm design theory and game theory.To make up for the shortcomings of the existing res earch on whole-process engineering consulting from the micro perspective,to provide th eoretical and practical reference for promoting the transformation and upgrading of cons ulting service enterprises to carry out whole-process engineering consulting,and for the government to formulate relevant policies.The research contents of this paper are as foll ows:(1)Through reading a large number of research in the field of literature and refere nce to similar ideas,concepts and research status of drivers,consulting services and co nsulting companies in the whole-process of engineering consulting internal and external driving factors for identification,integration,and then build a driving force for the inte gration of architecture,and a driving force for the composition to explain one by one.A ccording to the integration framework of driving force,a conceptual model of driving f actors for the implementation of whole-process engineering consulting in consulting serv ice enterprises is constructed and the connotation of each variable is explained.Then des ign consulting service enterprises to carry out the whole-processof engineering consultin g driving factor questionnaire,empirical studies using the structural equation model,the results show that the market environment,the government'spolicy support,enterprise pur sue development,technical personnel,improve the driving force of industry standard for consulting services enterprises to implement the whole-process of engineering consultin g has a significant effect?(2)On the basis of the conclusion on the thesis chapters before,further study on t he whole-process engineering consulting market environment of incentive mechanism,st udy the effect of internal incentives and external incentives,through the market reputati on,choice of market competition,service three aspects to build incentive mechanism.Th e framework of research to improve the whole-process of engineering consulting enterpr ise mechanism of improving service quality and work performance.The market reputatio n model is used to study the government's reputation incentive to whole-process engine ering consulting enterprises,which proves that the reputation utility can solve the princi pal-agent problem under the asymmetry of whole-process engineering consulting informa tion,and the implicit incentive mechanism can achieve the same effect as the explicit i ncentive mechanism.The hyperproperty theory is introduced to analyze the amplifying ef fect of market competition on the compensation mechanism.Then compare the behavior of whole-process engineering consulting enterprises under three kinds of compensation models: fixed compensation,linear compensation,fixed compensation and bonus.Proving that the current compensation model suitable for the whole-process of engineering consu lting in China is fixed remuneration plus bonus.
