Since China proposed the main functional area in the "Eleventh Five-Year Plan",not only have the country and scholars continuously innovated the main functional area theory and formulated policies,but the provinces have also formulated the main functional area plan and supporting facilities.policy.In order to better support the research and development of the national land spatial planning,this paper selects Hunan Province as the research area,uses the theory of regional differentiation,spatial structure,ecosystem services and other theories to establish an index system for the evaluation of differences in the implementation of the main functional areas.The key development zones,main agricultural product producing areas and key ecological function zones were classified and evaluated.Based on the Theil index,the spatial differences of the main function zones in Hunan Province were studied and analyzed.The main results of this study are as follows:(1)Build a differentiated indicator system for the three main functional zones of key development zones,major agricultural productive zones and key ecological function zones in Hunan Province.Most scholars' evaluation index system for the main functional areas focuses more on economic construction,ignoring the integration of ecological construction and economic construction,so the selected indicators cannot accurately evaluate the implementation results.Compared with the evaluation of the main functional areas in the past,this paper did not adopt a unified index for evaluation,mainly based on the functional positioning of the main functional areas,and constructed three types of indicators: Hunan key development zone,agricultural product main production zone and key ecological function zone.,Followed by an objective implementation evaluation.(2)Build an evaluation model for the planning and implementation of Hunan's main functional areas based on the combination of subjective and objective weighting methods.The main functional area is the foundation of the national land spatial planning,and its implementation is a long-term,systematic and complex process.To this end,this article uses subjective and objective and weighting methods to determine the weight of planning implementation evaluation indicators and constructs an evaluation model for the implementation of the main functional area.That is,the combination of the coefficient of variation method and the AHP method is used to determine the weight of each index,and then the index value and weight of the evaluation index are calculated separately,and the evaluation score of the main functional area is finally obtained.Taking Hunan Province as an example,the evaluation scores for the planning and implementation of the three main functional areas in Hunan Province were calculated and graded using Arcgis.(3)A method for calculating the spatial difference of the main functional areas based on Theil index is proposed.After the main functional area is implemented,it will have different effects on the space and determine the final implementation result.In order to study the different effects of various factors on different main functional areas,this paper calculates the Theil index of each index and analyzes the spatial difference.(4)Put forward policy adjustment suggestions for the development of main functional areas in Hunan Province in the future.Based on the functional positioning and the current policy research in Hunan Province,six major adjustments and policies on population,finance,taxation,industry,investment,land,and environmental policies were proposed for key development zones,main agricultural product production areas,and key ecological function zones.The proposal can provide some decision-making reference for various departments to formulate supporting policies for land and space planning in the future.
