Study On The Conception Of Promoting Regional Economy With The Development Of Heilongjiang Grain Industry

Heilongjiang Province is an important commodity grain production base in China.The total grain output and available arable land area rank the first in China for years,while the economic development is at the end of the country.The total economic output and per capita GDP are seriously backward.Therefore,how to use the natural advantages of grain industry in Heilongjiang Province to provide a positive role in the economic development of Heilongjiang Province is an urgent problem to be solved in this large agricultural province.This paper analyzes the grain industry of Heilongjiang Province from the perspectives of tax and finance.From the tax point of view,this paper summarizes the current preferential policies and their influence on the grain industry tax,especially analyzes the tax burden changes before and after the tax reform,and explains that the preferential policies of grain industry tax are the important reason for the insufficient tax revenue in Heilongjiang Province.From the financial point of view,this paper expounds the policy of supporting agriculture and its implementation in Heilongjiang Province,and summarizes the influence of financial subsidy policy on grain industry and regional economy.This paper uses SWOT analysis method to analyze the leading role of grain industry in Heilongjiang Province to regional economy from the aspect of Finance and taxation.Some ideas are put forward to promote the development of multi industries by grain industry,to promote the total tax revenue and to realize financial freedom,and finally to support personnel training and infrastructure construction with financial resources so as to promote the overall development of regional economy.
