In recent years,PPP projects have been involved in many fields,including municipal facilities,transportation,public services,etc.PPP projects have attracted the attention of the government,social enterprises and scholars from all walks of life,and the risk management of projects has become increasingly important.PPP project in China is at the initial stage of development,and the application time is not long,lacking relevant experience.PPP projects are characterized by diversity and complexity,and there are various types of risks in the process of project implementation.PPP project is a project mode jointly cooperated by the government and private enterprises.A large amount of social capital is added into the project,and PPP project companies involve a large number of stakeholders.The relationship between rights and obligations among stakeholders with different rights,responsibilities and interests is complex,and the responsibilities and interests are not clear.It is difficult for PPP project companies to coordinate and manage,which brings uncertainty to the smooth implementation of the project,increases the difficulty of risk management for PPP project eompanies,and has a great impact on the sustainable development of PPP project companies in the future.Therefore,on the basis of analyzing the risk management of PPP projects,this paper introduces the accountability mechanism established in foreign countries to solve the problems related to risks caused by unclear responsibilities and interests of PPP projects.Firstly,a comprehensive accountability system suitable for the risk management of PPP project companies is constructed.Secondly,by analyzing the successful cases of PPP project companies in Canada using accountability mechanism to improve the efficiency of risk management,the experience of implementing the accountability mechanism is summarized.Then,taking the PPP project of China's national stadium as an example,this paper analyzes whether the implementation of the accountability mechanism can improve the project company,s risk management efficiency.Finally,it concludes the management strategy of implementing integrated risk management accountability system for PPP project companiesThis paper finds that the economic environment is constantly changing with the evolution of the market trend,and the types of risks of PPP projects are emerging in an endless stream.The traditional upper and lower level management is no longer suitable for PPP projects under the development of modern economic environment.Meet the PPP project risk caused by the unclear liability interests of one of the effective means to control demand accountability mechanism,as the level of economic development from the past traditional accountability mechanism gradually evolved into a now by the level of accountability combined with horizontal accountability,expect accountability and moral accountability of multiple combination of mutual accountability risk tool,which has the cooperation of color horizontal accountability mechanism with today's increased cooperation ideas and widely attention.Shown in review,establishing multivariate combination system of q system,namely the level of accountability,horizontal accountability,expect accountability and ethical accountability unifies,let each stakeholder assume corresponding responsibility,clear the PPP project participants the accrual of interest,to improve the cost effectiveness of the PPP project company and the ability to provide service,strengthen the trust between each stakeholder,improve the efficiency of the PPP project risk management has important application value.
