Study On The Construction Of Lianyungang Smart City

With the acceleration of urbanization,problems such as population explosion,shortage of social natural resources,traffic congestion and relative lag of public services are appearing increasingly,which promotes new requirements for urban management and a new subject that government administration must face."Smart City" uses the new generation of information technology including Internet of Things,Big Data,Cloud Computing,etc.to accurately grasp the actual needs of urban operation,traffic management,people's livelihood services,etc.by collecting,analyzing and exchanging data constantly.Then the targeted solutions to achieve the efficiency and accuracy of urban administration are submitted."Smart City" has gradually become an new approach to improve the efficiency of urban administration at home and abroad.Lianyungang is the eastern bridgehead of the New Asia-Europe Continental Bridge,a key seaport city and an excellent tourist city in China.It is the intersection of the Silk Road Economic Belt and the 21st Century Maritime Silk Road.Its unique geographical location brings various resource elements such as transportation,etc.and has a higher realistic demand for the construction of smart cities.In recent years,Lianyungang has been actively exploring and practising including cooperating with well-known domestic enterprises,research institutes and provincial telecommunication operators to carry out some practices in the construction of smart cities,during the "Twelfth Five-Year Plan" and "Thirteenth Five-Year Plan".This paper chooses Lianyungang City in Jiangsu Province as the research target,takes the construction of Lianyungang Smart City as the research object,and sorts out the specific measures and achievements achieved in promoting the construction of Lianyungang Smart City by the methods of literature referring,case analysis and comparative analysis with the related theory of public management.The measures and achievements were focused on the continuous improvement of basic information infrastructure,the expansion of the information industry,increasing information projects on government management including public services and other fields,accelerated information resources sharing and integration,etc.On the basis of analyzing the current situation,this paper explores the shortage in the process of construction,as insufficient government coordination,lack of top-level design and planning,conservative project operation mode,low comprehensive utilization of information resources,lack of professionals,etc.In order to solve these problems,this paper summarizes the theoretical research in the field of smart city construction at home and abroad,summarizes the successful experience of smart city construction in advanced areas including the United States,Japan,Singapore,etc.,and analyses the characteristics of smart city construction in Yangzhou,Ningbo,Weihai and other cities in China.This paper promotes five essential experiences gained by constructing smart city.Specifically,they are the precondition of top-level design,the key of construction mode innovation,the core of information resource integration,the basic support of smart application development,and the safeguard of enhancement of government organization and management.According to the actual development of Lianyungang,this paper presents strengthening the overall plan of smart city construction in terms of strengthening the public management and improving the level of service of the government,the role of government departments in the smart city construction and innovating the construction mode by encouraging and guiding social resources to participate in the smart city construction.This paper proposes some approaches fo Smart City construction,including the improvement of the mechanism of professional talent guarantee,the strengthenment of talent reserve,and etc.
