| Innovation has become the primary driving force for development.The greater the multiplier effect of technological innovation,the greater the contribution to economic development.As a result,the quality of development can be higher.Although Shaanxi province is the first batch of innovative pilot provinces in China,its ratio of the second industry to the province’s gross domestic product is still the largest as it is rich in energy resources.While it has not completed the transition from energy resources to advanced manufacturing in the industrial sector.It deserves careful research to improve the technological innovation performance of industrial enterprises in Shaanxi province when Shaanxi’s economy transitions from scale expansion to quality improvement.This paper evaluates the technological innovation performance of industrial enterprises above designated size by industrial sector in Shaanxi province by using Shaanxi province’s statistical yearbook from 2010-2016.Firstly,this paper evaluates and analyzes the characteristics of technological innovation input and output of industrial enterprises in Shaanxi province: This paper evaluates the level of scientific and technological progress in Shaanxi province and analyzes the aggregate,relative and industrial sector indexes of the technological innovation input and output of industrial enterprises in Shaanxi province.Secondly,this paper evaluates and analyzes the characteristics of the technological innovation efficiency of industrial enterprises in Shaanxi Province: This paper uses quantitative analysis methods to select evaluation indicators and the determination coefficient to determine the lag time of each output indicator.This paper evaluates the technological innovation investment utilization rate of industrial enterprises in Shaanxi province,including the differences between industries and classification.Finally,this paper analyzes the countermeasures to improve the technological innovation performance of industrial enterprises in Shaanxi province.The main conclusions are as follows:(1)The technological innovation efficiency of Shaanxi’s industrial enterprises is not high during the analysis period,and there is a downward trend in the 18 industrial sectors.(2)R&D personnel of industrial enterprises in Shaanxi province has not efficiently invested in R&D projects and the technological innovation funds are less than the R&D personnel.(3)The innovation output of industrial enterprises in Shaanxi province is more embodied in patents rather than the new products.(4)The resource-intensive and labor-intensive industrial enterprises in Shaanxi province are superior to capital-intensive industrial enterprises in terms of input and output of technological innovation.(5)The trend of changes in utilization of R&D personnel in non-DEA effective industrial sectors is similar to that of R&D expenditures among three types of industrial enterprises.Through a multi-angle evaluation and analysis of the technological innovation performance of Shaanxi’s industrial enterprises,it is helpful to master the changes of innovation input and output of industrial enterprises in Shaanxi province and it is of great significance to formulate technological innovation strategies for industrial sectors. |
