Along with the deepening process of economic system reform in China, our economic and political status is keeping improved continuously in the global stage. With the powerful support of national policies, Chinese EPC contractors from difference industries have been presenting developing trends incomparable to the past through non-stop steps in exploring global market of EPC projects, based on our advantages in techniques, costs, etc. As affected by the financial crisis in 2008, the developing paces worldwide have been slowed down, which impaired the global EPC market significantly and put Chinese contractors in an international market of fiercer competition. Under these disadvantageous factors, the gaps between Chinese contractors and those of developed countries are getting bigger in terms of project management, particularly, human resource management. Our enterprises are hindered in the process of transformation and development due to rough management styles as lacking scientific and systematic basis.This essay analyzes human resource concepts and features of project human resource, and does theoretic study on principles and methodologies of project human resource configuration. It compares general issues in human resource configuration and management practices of international EPC projects of Chinese contractors, then study the issues from human resource configuration management of M project(an international EPC project) of S company. The essay detects related issues from the human resource configuration process and each phase of project performance, conducting theoretic analysis on phenomenon and causes of issues. It also identifies problems and shortcomings in human resource configuration and management of M project, by using relevant theories, and proposes corresponding measures for optimization and improvement.Through case study on M project, it is concluded that S company as representing Chinese EPC contractors has shown a lot of problems in human resource configuration and management. It is important for these enterprises to improve understanding in human source configuration and management, set up scientific and effective configuration system, and to utilize proper method in configuration, so as to effectively improve the effect of human resource configuration and management. The enterprises can ensure efficient use of human resource by improving related configuration and management techniques. Meanwhile, the business can reduce employee resignation by motivate inner creative capability of their people. The improvement in human resource management will further enhance core competitiveness of the enterprise, leading it successfully to the global market.There is a wish that this essay could be helpful in providing solutions to Chinese EPC contractors in regard of problems and issues of human resource configuration and management they have encountered or they may encounter in the future. This could be a beneficial exploration in this subject to those Chinese EPC contractors who are under the process of transformation in this new era.
