At present,public rental housing has become the main body of China's housing security system,and the state has issued relevant laws and regulations to further promote the construction and operation management of public rental housing.With the hordes of public rental housing have put into use,the government's construction of public rental housing repeatedly emerged because lying to rent,sublet,qualification fraud is repel and phenomena,such as rent collection,property management and exit mechanism,supervision and punishment is also increasingly apparent,the late management gradually become the key factor for the sustainable development of public rental housing.And Yunnan province takes the lead in putting forward a nationwide "government and enterprise co-construction" model and its application to the construction of public rental housing,in order to "government and enterprise co-construction" model built in the late of public rental housing management situation whether there are these problems,the characteri stics of the late management and how,these aspects in the present related research results are relatively few.Therefore,this is a subject worth thinking and studying by scholars.The research report is against this background,combined with the author's working practice,selection of Mengzi city's Caoba town two "government and enterprise co-construction" public rental housing as the research object,from already the lessee,the lessee,build the unit managers,Mengzi city low-cost housing management center in charge of management experts,from the four angles of the late using questionnaire and in-depth interview after the formation of the two forms an investigation results.The research report based on the research results and analysis,to explore Mengzi city "government and enterprise co-construction" public rental housing and the construction of government-led public rental housing some of the differences in management,analyzes the late Mengzi city "government and enterprise co-construction" public rental housing management has four characteristics,namely in management to build unit is dominant;In the aspect of guarantee function,"government and enterprise co-construction" public rental housing has added some special functions;In terms of investment and construction,"government and enterprise co-construction" public rental housing is subject to certain conditionality due to land,capital and other factors;In terms of the scope of guarantee,"government and enterprise co-construction" public rental housing has certain uniqueness.Report at the same time,in view of the city of Mengzi "government and enterprise co-construction" public rental housing management process,late in the regulatory management,dynamic management,property management,community management and so on four aspects: the analysis of existing problems,from the supervision and management system,establish an effective dynamic management mechanism,establishing property management mechanism,establishing community management operation mechanism and so on,puts forward the improvement of Mengzi city late "government and enterprise co-construction" public rental housing management countermeasures and Suggestions.
