| Since the 18 th national congress of the communist party of China(CPC),China has attached increasing importance to poverty alleviation,and poverty alleviation has become an important link in the process of building a moderately prosperous society in all respects.With the intensification of poverty alleviation work,the input of financial funds at all levels is also increasing year by year.With the development of poverty alleviation work,governments at all levels are also paying more and more attention to the use efficiency of funds.As we know,to carry out the project without a lot of money,but money is every jindu play the biggest benefit is worthy of our thought,this article will focus on financial aid-the-poor funds,use performance according to the performance evaluation of how the input and output of the project,hope that through the use of fund efficiently better win the poverty to be completed.As for the research content of this paper,firstly,the domestic and foreign literatures related to the management,use and performance evaluation of special financial poverty alleviation funds are sorted out and integrated,and the theoretical basis related to the research content is provided to provide theoretical support for the subsequent analysis.Secondly,this paper selects jiangxi province as the research object,analyzes the poverty status of jiangxi province,including its topography,the inflow and outflow of financial funds in recent years,the incidence of poverty and the per capita disposable expenditure of rural residents,and makes a general evaluation of the poverty alleviation work in jiangxi province.Then,this paper selects 21 counties and districts in jiangxi province and analyzes their performance.In the process of analysis,this paper firstly analyzes the project libraries and government documents of each county and region,determines the input index and output index,and selects the grey correlation analysis method and DEA data envelop method as the research methods.Analysis with grey correlation analysis method and the choice of input and output indicators have strong correlation,and then use DEA data including method to calculate the input-output efficiency values of each county area,including the comprehensive technical efficiency,pure technical efficiency and scale efficiency,calculating the DEA effective indicators of sample counties sags,puts forward the improved scheme.Research show that the selected sample counties in more than half of the 1 state,the county does not meet the three benefits of investment benefit value by analyzing the reasons for not up to standard,can be regarded as investment scale,capital operation mechanism existing in the management of distribution optimization of space,in addition,this article will discuss these problems also put forward the corresponding proposal,the hope is that this study provide lessons for subsequent poverty alleviation work,increasing the service efficiency of funds. |
